DATE: October 24, 2012 COUNTRY: Singapore PORT: Singapore Soil investigation works off Tuas View

From 27 October to 31 December, soil investigation works will be conducted off Tuas View.
According to the Maritime and Port Authority of Singapore’s Port Marine Notice No.150 of 2012, the works will be carried out 24 hours daily – including Sundays & Public Holidays – at the following marijne borehole co-ordinates in three separated areas:

Soil investigation works will be carried out by means of borehole drilling using jack-up barge. The jack-up barge, with tug boats in attendance, will have a circular safety working zone of 30 meters radius centered at the barge.
The tugboats will be used for shifting the barge from one borehole location to another.
A safety boat will be deployed in the vicinity of the working area to warn other craft of the project work.
Craft involved in the works will exhibit the appropriate local and international day and night signals.
When in the vicinity of the working areas, mariners are reminded to: (a) Keep well clear and not to enter the safety zone of the barge; (b) Maintain a proper lookout; (c) Proceed at a safe speed and navigate with caution; (d) Maintain a listening watch on VHF Channel 22 (Jurong Control); and (e) Communicate with Jurong Control on VHF Channel 22 for assistance, if required.

DATE: October 24, 2012 COUNTRY: Jamaica PORT: all ports Tropical Storm Sandy update (24 October 2012)

At 500am EDT (0900 UTC) the center of Tropical Storm Sandy was located near latitude 16.3 north, longitude 77.0 west. Sandy is moving toward the north near 14 mph (22 km/h) and this general motion is expected to continue through Thursday accompanied by a gradual increase in forward speed. On the forecast track, the center of Sandy is expected to move across Jamaica by late this afternoon and evening, move near or over eastern Cuba late tonight and Thursday morning and approach the central Bahamas on Thursday.
Maximum sustained winds have increased to near 70mph (110 km/h) with higher gusts. Additional strengthening is forecast during the next 48 hours…and sandy is expected to become a hurricane by the time it reaches Jamaica and Cuba.
Tropical-storm-force winds extend outward up to 140 miles (220 km) from the center….
Tropical storm conditions are expected to reach Jamaica this morning with hurricane conditions expected by this afternoon. Tropical storm conditions are expected in portions of Haiti by this afternoon. Hurricane conditions are possible in eastern Cuba by this evening. Tropical storm conditions are expected in the central Bahamas by early Thursday and will be possible in the southeastern and northwestern Bahamas by Thursday afternoon, and along the southeast Florida coast, the Upper Keys and Florida Bay by Friday morning.
Sandy is expected to produce total rainfall amounts of 6-12 inches across Jamaica, Haiti, the Dominican Republic and eastern Cuba with isolated maximum amounts of 20 inches possible. These rains may produce life-threatening flash floods and mud slides, especially in areas of mountainous terrain. Rainfall totals of 3-5 inches are expected over portions of the Bahamas with isolated maximum amounts of 12 inches.
A storm surge will raise water levels by as much as 1-3 feet above normal tide levels along the southern and eastern coast of Jamaica. Near the coast, the surge will be accompanied by large and dangerous waves.

Rioting and civil unrest is continuing in the Panamanian city of Colon.
The situation is currently out of police control, and it is not safe to circulate in the city’s streets.
