DATE: April 29, 2013 COUNTRY: Russia PORT: all ports Public holidays –
International Labor Day (1 May) is a public holiday in Russia, the first of five days of holidays in the country from 1 to 5 May, inclusive. 6-8 May will be normal working says.
Further, Russia Victory Day is celebrated from 9-12 May. Nomral work will resume on 13 May.
Banks and account departments will be closed during the holidays.
Operational GAC Russia staff will work, mooring operations will be performed on schedule and routine work in port will continue during the holidays.
Surcharges will be for towing operations, mooring and fire watch services. All other port dues remain the same.

DATE: April 29, 2013 COUNTRY: Oman PORT: all ports Overtime payment on public holidays
Thursday (2 May) has been declared a holiday in Oman’s. Further, as Saturday is the new weekly holiday, services provided on 2 & 4 May will be subject to overtime payments as per charges applicable in the port tariff.
Normal work will resume on Sunday 5 May.

DATE: April 29, 2013 COUNTRY: India PORT: Mumbai Monsoon period 2013
The foul weather season has been declared from 25 May to 31 August. During this period, the anchorage area of the [Mumbai] inner harbour is restricted to a line which is normally north of the Sunk Rock Light House position. Hence the number of anchorages that can be utilised would be restricted due to non-availability of anchorages south of this line.
Mumbai Port Trust will try and accommodate as many vessels as possible but may have to deny anchorage facilities due to non-availability of anchorage berths. The cargo working anchorage berths will be allotted on a first-come-first-serve basis, while other anchorages will be allotted for short periods only for those vessels also on a first-come-first-serve basis, which have specific work at Mumbai.
Vessels which have got no employment will not be accorded to ‘lay up anchorage’ and hence are strongly exhorted to find monsoon shelter elsewhere.
Small tugs, barges and other small vessels which are covered under the Inland Water Act are also advised to seek shelter in minor ports in consultation with the MMD [Mercantile Marine Department].

For approximately 11 weeks, current meters established on the seabed in the following locations will be removed:
A) 22 deg. 21.814’N / 113 deg. 57.481’E0   (Northwest of Tuen Mun Immigration Anchorage) B) 22 deg. 21.861’N / 113 deg. 59.129’E   (West of Pearl Island, Tuen Mun) C) 22 deg. 12.306’N / 114 deg. 02.801’E   (East of Cheung Chau) D) 22 deg. 15.367’N / 114 deg. 21.252’E   (East of South Ninepin Island) E) 22 deg. 14.715’N / 114 deg. 14.957’E   (Big Wave Bay) F) 22 deg. 17.203’N / 114 deg. 17.488’E   (Clear Water Bay) G) 22 deg. 22.118’N / 114 deg. 17.250’E   (Off Kiu Tsui, Sharp Island)
The removal operations will be carried out by a work boat. The work boat will work in one location at any one time and it will take about four days to complete the works at each location. One motor boat will assist in the works.
The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels engaged in the works will not stay in the works location outside the hours of work.
A working area of approximately 35 metres around the work boat will be established.
Diving operations will be carried out from time to time during the removal operations.
Vessels engaged in the operations will display signals as prescribed in international and local regulations.
Vessels navigating in the vicinity should proceed with caution and keep clear at slow speed, bearing in mind there are divers working in the area.

DATE: April 29, 2013 COUNTRY: Hong Kong PORT: Hong Kong Swimming Event in Repulse Bay and South Bay
A swimming event will be held from 0800 to 1400 hours on 1 May 2013 in Repulse Bay and South Bay. It is anticipated that about 1, 800 swimmers, protected by guard boats and rescue vessels, will participate in the event.
The event will take place in Repulse Bay and South Bay enclosed by the adjacent shoreline and a straight line joining the following co-ordinates (WGS-84 Datum): (A) 22 deg. 14.168’N / 114 deg. 11.511’E (B) 22 deg. 13.458’N / 114 deg. 11.682’E
Masters, coxswains and persons-in-charge of vessels navigating in the vicinity should proceed with caution and keep well clear of the above area.
