Ship Channel draft restriction

Houston Pilots have advised that with immediate effect and until further
notice, the maximum draft for the Houston Ship Chanel is 43′ 00″ at 0 tide
reading.

Efforts will be made to accommodate vessels already in route to Houston
with a draft over 43′ 00″, on a case by case basis.

The Army Corps of Engineers is researching the latest soundings and will
try and deploy survey assets over the weekend or as soon as possible.

Hull damage and possible sinking

Mariners are hereby advised that, at time 170533z Jun a “PAN PAN PAN”
emergency message was received from M/V MOL Comfort, call sign: C6XF2, IMO
No: 9358761, with a report of hull damage and possibly sinking at position:
1233N-05947E. Position is approximately 430 nm southeast of Salalah, Oman.

The 26 crew members have abandoned the vessel and are in a life boat in the
vicinity of the ship. The motor vessel Yantian Express is currently in
visual range and will render assistance in search and rescue operations.

All flagged operators with ships in the affected area are requested to
forward this advisory to their ships by the most expeditious means.

UPDATE INFORMATION:
M/V Yantian Express has reported resucing all 26 crew from the M/V MOL
Comofrt. The vessels is sinking with aft portion of hull visible and
burning. There is considerable amounts of oil in the water with containers
scattered in the area.

Weater on scene during rescue ops is: Winds force 7, Swell 6 metres….

All vessels are hereby advised to transit with caution.

The Port of Melbourne has advised limitations on bunker and stores barges
to come alongside a tanker at its controlled Bulk Liquid Berths.

*1 Cargo transfer operations must stop for the period the barge is
alongside including coming alongside and until well clear of vessel.

*2 Cargo transfer operations must stop for the period the barge is coming
alongside and for the period of the departure of the barge until well clear
of vessel.

*3 A current risk assessment carried out jointly by all parties concerned
including PoMC in a timely manner may enable a deviation from the policy.

Note – Any stoppage of cargo transfer may require a complete line
clearance.

Products with more than one class hazard, the primary hazard will precede
the secondary hazard.

The policy is written with regard to the flash point and nature of the
product being handled (loaded/discharged) at the berth and not transit
cargoes.

A tanker may not load, tank clean or tank vent a volatile or toxic product
while the bunker barge is alongside.

Stores barges that are secured aft of the accommodation block are exempt
from these requirements.

Long haul rebates for transiting vessels

The Suez Canal Authority (SCA) has announced new procedures for the
granting of rebates for long haul vessels transiting the canal.

With effect from 5 June, upon receiving a fax requestimg a rebate with the
“Rebate Request Form”, the SCA shall study the case and notify the client
of a proposed rebate as soon as possible.

The client will notify the SCA of their decision within 72 hours, by fax.

Documents required for granting rebates are:

1. Bill of lading and cargo manifest, if any.

2. A statement signed by the master and owners/operators that the vessel
made her voyage without any stoppage at intermediate port for cargo
operations.

3. Certificate from ports authorities of origin state: date of departure –
nature and quantity of cargo loaded (or in ballast) – sailing to.

4. Certificate from ports authorities of destination state: coming from –
date of arrival – nature and quantity of cargo discharged (or in ballast).

5. A claim from the owner/charter or operator starting the date of transit
and percentage of the reduction.

These documents must be submitted after transit by 6 months maximum, no
reduction is to be enjoyed after this period.

The validity of the reduction is 70 days from the first date of the SCA’s
response to the rebate request. However, when the 70 days are over no
rebate is to be enjoyed. Therefore if 70 days is exceeded a new rebate
request form shall be submitted to the SCA to restudy the case provided
that the request is received before the sailing date.
