The Paris, Tokyo, Indian Ocean and Black Sea Memorandums of Understanding (MOUs) on port state control will carry out a joint concentrated inspection campaign (CIC) to verify compliance with SOLAS Chapter II-1 from September 1 to November 30, 2013.
Also, The Caribbean Memorandum of Understanding (CMOU) on Port State Control will launch its first Concentrated Inspection Campaign (CIC), from September 1 to November 30, 2013 in order to assess compliance with MARPOL Annex I, regulation 14.
The scope of the CIC on Propulsion and Auxiliary Machinery (SOLAS Chapter II-1) is the safety of propulsion and auxiliary machinery, especially the working order and maintenance of the main engines, auxiliary engines, auxiliary equipment and their related alarm systems. Special attention will be given to familiarity of the crew with safety and emergency procedures with regard to these systems.
The scope of the CIC on Oil Filter Equipment (MARPOL Annex I, regulation 14) is to investigate the operability of oil filtering equipment systems and the arrangements for handling sludge (i.e., whether sludge has been discharged into port reception facilities, burnt in an incinerator or in an auxiliary boiler suitable for burning oil residues, mixed with fuel or handled using other alternative arrangements).
Each CIC has its own questionnaire (please see below) which contains questions relating to documentation, equipment and crew familiarization. The results of the CICs will be analyzed and findings will be presented to the governing body of the CMOU for submission to the IMO.
