Locks strike update (14 August 2013)

The Kiel-Canal authorities have announced that Holtenau locks are now
partly back in service until 22:00 hours today (14 August), after which
they are confident they will manage to operate the locks with private
companies and remaining officials until 0600 hours tomorrow.

According to information currently in hand, the strike will continue after
0600 hours tomorrow morning (15 August) on both sides of the Kiel Canal.
Operation is currently unknown.

Maritime Safety and Security Fee

From September 1, 2013, ships berthing at Kinder Morgan Galena Park and
Pasadena will be assessed a Maritime Safety and Security Fee.

All ships that use the Kinder Morgan docks will be required to pay the
Maritime Safety and Security Fee of $2, 500 per ship, per call.

Phasing out of agent carrier codes

The Canada Border Services Authority (CBSA) started phasing out agent
carrier codes on July 15, 2013, and the process is expected to be completed
by September 30.

The carrier codes are similar to the U.S.A.’s SCAC codes and are used to
identify the responsible carrier or agent on customs documentation such as
port clearances and cargo manifests. The CBSA defines a ‘carrier’ as the
company that controls the ship coming to Canada. This can include an owner,
charterer, manager or operator. Only one carrier code is needed for all
vessels under a company’s control.

Any operator sending a vessel to a Canadian port or transiting through the
Saint Lawrence Seaway lock system will need their own carrier code number.

Operators can apply for a carrier code using the respective application
form, which requires the information including company IMO number and
vessels currently owned, operated, chartered or managed by the company.

Curfew declared

A curfew from 1900 to 0600 hours local time every day has been declared in
most Egyptian cities, including Cairo, Suez and Alexandria, for a period of
a month.

The curfew is expected to be extended to all other Egyptian cities later.

The Egyptian Presidency has declared a month-long State of Emergency
starting from 1600 hours local time today (14 August).

Operations unaffected by unrest, caution urged

As new political developments unfold in Egypt, Suez Canal transits and
operations at all ports continue as normal, unaffected by the unrest.

However, in view of developing situation, subject to updates, GAC Egypt
recommends suspending crew changes/spares delivery and other similar
operations until further notice.

Owners and operators with vessels at Egyptian ports are urged to take
further protective measures in addition to standard safety procedures.

Navigation Canal closed to traffic

At 0610 hours local time today (14 August) Santos Navigation Canal was
closed to all traffic by the Harbour Master due to adverse weather
conditions (strong winds).

There is currently no prediction of when the Canal will be re-opened.
