Vigilance urged to avoid pirates off Somalia coast
As the monsoon in the NW Indian Ocean begins to subside and the weather
once again becomes conducive to the operation of small pirate skiffs, the
ICC International Maritime Bureau (IMB) has urged Masters not to be
complacent as they transit the Arabian Sea and the Gulf of Aden.
It has called for vessels to remain alert and apply the Best Management
Practices (BMP), including its reporting requirements, as it transits the
area.
Overall this year the attacks have fallen to 10, a trend which is
attributed to the vital action of the naval vessels engaged in anti-piracy
operations, compliance with the BMP and the use of professional security
teams on board.
Ashore in Somalia, the government in Mogadishu which has been in power for
the last 12 months has provided a stabilising influence which has been
missing for decades….

Dredging at channel entrance
Dredging operations are being conducted at the entrance to the channel at
the Port of Soyo this week (9-15 September).
To accommodate the works, navigation buoys 3, 3A, 4, 4A and Environmental
buoy B7 have been shifted outside the channel.

Temporary draft reduction
The maximum permitted draft for transits in the southway channel from Wards
Point to Kill van kull has been temporarily reduced with immediate effect.
The maximum draft for any and all movements SOUTHWAY is now 35 feet at HW &
31 feet at LW.
This follows the Army Corps of Engineers’ recent survey which revealed
shoaling in the area. The primary area of concern is between Kinder Morgan
carteret and Buckeye (ex. Chevron) Perth Amboy. Dredging is due to start in
the channel soonest.

Temporary safety zone for dredging operations
The U.S. Coast Guard, Sector Delaware Bay, is establishing a temporary
safety zone around the northern half of the Deepwater Point Anchorage No.6
in light of dredging operations at the Cherry Island Range of the Delaware
River. The safety zone will be in effect from 10 September through to 15
October unless cancelled earlier by the Captain of the Port.
In its Marine Safety Information Bulletin No.14-13, the Coast Guard states
that Norfolk Construction and the Dredge ESSEX have been contracted by the
Army Corps of Engineers for maintenance dredging in the area, and a
submerged pipeline will be in place to facilitate the project.
The safety zone will encompass all waters of Deepwater Anchorage No.6 from
the northeast corner at 39 deg. 42.68’N/075 deg. 29.87’W to the northwest
corner at 39 deg. 42.84’N/075 deg.30.38’W, south along the eastern channel
boundary to 39 deg. 42.44’N/075 deg. 30.53’W, west to 39 deg. 42.48’N/075
deg. 30.06’W, then north to the first position. Dredging will begin at the
northern end of the Cherry Island dredging area and proceed southwards in
the east half of the channel. It will then continue from North to South and
proceed southward in the west half of the channel.
Mariners are cautioned to remain at a safe distance from the dredge, buoys,
cables, pipeline, barges, derricks, wires and related equipment.
Traffic should call the Dredge ESSEX at least 309 minutes prior to passage
to arrange passage. The Dredge ESSEX will monitor channels 13 & 16 and can
be contacted by phone at 757-353-0455. Mariners are urged to use extreme
caution and operate at minimum steerage speed to reduce wake when
transiting the area.

September) due to the election of governor in East Kalimantan. Normal
operations will resume on 11 September.

Consolidated monthly billing arrangement
The Maritime and Port Authority of Singapore (MPA) has advised that a new
consolidated monthly billing arrangement for ship registration and
crewing-related services provided by MPA to owners, managers and agents of
Singapore-registered vessels will be introduced on 1 October 2013.
In its Shipping Circular No.15 of 2013, the MPA advises that under the new
billing arrangement, owners, managers and agents will continue to have
their transactions billed to their designated accounts. However, instead of
receiving multiple invoices in a month, all the transactions in a given
month will be consolidated and a single invoice issued at the start of the
following month.
The new initiative aims to improve administrative convenience for our
customers by streamlining the billing process to eliminate multiple
invoices and payments in a given month. Invoice details will be displayed
according to the transactions carried out for each vessel.
