Naval firing practice on 23 October
The Indian Navy has given notice for conducting firing practice to be
carried out from 0930 hours to 1300 hours on 23.10.2013.
With respect the above, there will be no shipping movements outward bound
from 0700 hours to 1300 hours on 23.10.2013 and no inward bound vessel
after 0800 hours or before 1300 hours on 23.10.2013. All anchorage berths
south of the Middle Ground will have to be positively vacated before the
commencement of firing practice.
All vessels which are engaged oin stream discharge operations at the Port
Lighterage Area (PLA) will also be required to vacate the PLA by 0730 hours
on 23.10.2013.
No vessel will be allotted an inner anchorage berth from 21.10.2013.
The process of evacuating the harbour will commence from the evening of
21.10.2013. The first vessels which will be required to vacate harbour will
be those vessels, which have been staying at the anchorage for prolonged
period of time and have no immediate employment. The only vessels which
will be allowed to remain thereafter will be those vessels which have
immediate requirement. In any case, other those vessels which are
undergoing stream discharge oeprations in the inner harbour and expected to
complete on or by pm of 22.10.2013 will be allowed to remain at the
anchorage. Even those vessels will have to vacate the harbour as soon as
possible.
The last firing practice was postponed to this date on the request of
agents and operators of those vessels which were unable to vacate the
harbour for whatever reason due to the short notice period. On this
occasion, sufficient time has been accorded to one and allto have already
initiated such action as is required to ensure that no obstacle is created
for carrying out of Naval Firing Practice on 23.10.2013.

Dredging at Benoi Basin
From 14 October to 31 December, dredging works will be carried out at Benoi
Basin and its vicinity, within the working area bounded by the following
co-ordinates (WGS 84 Datum):
A) 1° 18.335’N / 103° 40.983’E
B) 1° 18.334’N / 103° 40.929’E
C) 1° 18.230’N / 103° 40.937’E
D) 1° 18.221’N / 103° 40.985’E
E) 1° 18.231’N / 103° 40.994’E
According to the Maritime and Port Authority of Singapore Port Marine
Notice No. 139 of 2013 dated 9 October 2013, the works will be conducted 24
hours daily including Sundays and Public Holidays.
The works will be carried out by dredger held in position with anchors. The
dredger, with hopper barges in attendance, will have a circular safety
working zone of 50-metre radius centred at the dredger.
Dredged materials will be transported to the designated dumping ground by
the hopper barges assisted by pusher tugs.
During operation, the dredger will be attended by tug boats. The tug boats
will be used to shift the dredger.
A safety boat will be deployed in the vicinity of the working area to warn
other craft of the project.
Craft involved in the works will exhibit the appropriate local and
international day and night signals.
When in the vicinity of the working area, mariners are reminded to:
(a) keep well clear and not to enter the working area;
(b) maintain a proper lookout;
(c) proceed at a safe speed and navigate with caution;
(d) maintain a listening watch on VHF Channel 22( Jurong Control);
and
(e) communicate with Jurong Control on VHF Channel 22 for assistance, if
required.
