Supertyphoon approaching Philippines
Supertyphoon “Haiyan” continues to move westward and inch closer to the
Philippines, according to the state weather bureau.
Traveling at a faster speed of 30 kph (from the previous 20 kph), the
typhoon, according to the Philippine Atmospheric Geophysical and
Astronomical Services Administration (Pagasa), is forecast to make landfall
in eastern Visayas on Friday. It would affect the Visayas and parts of
Luzon and Mindanao.
The typhoon was last observed 1, 560 km east of Mindanao, packing maximum
sustained winds of 120 km per hour and gusts of up to 150 km per hour.
The typhoon will be locally named “Yolanda” when it enters the Philippine
area of responsibility.
The US-based weather website Accuweather.com said Haiyan remains a threat
to the Philippines, as it will be accompanies by widespread torrential rain
and damaging winds through the central Philippines. Rain totals along the
path of Haiyan could top 200 mm (8 inches). Mudslides are a serious concern
in the higher terrain, where localised totals of 250 to 300mm (10-2 inches)
are not out of the question.
The northeast monsoon, meanwhile, continues to affect northern and Central
Luzon.

Around the Island Yacht Race

A large-scale yacht race will take place around Hong Kong Island on 10
November 2013 (Sunday). About 220 yachts are expected to participate in the
race.
The yachts will set off at staggered times between 0815 hours and 0930
hours off the Causeway Bay Typhoon Shelter, sailing around Hong Kong Island
in a clockwise direction, and finish the race off the Causeway Bay Typhoon
Shelter by 1700 hours.
Masters, coxswains and persons-in-charge of vessels navigating in the
vicinity of the race route should proceed with caution, giving practical
consideration to the contestants. Compliance with the provisions of the
International Regulations for Preventing Collisions at Sea 1972 is
mandatory.

Construction of the Tuen Mun–Chek Lap Kok Link
For approximately 6 months, marine site investigation works involving
drilling of boreholes for the Northern Connection of the Tuen Mun–Chek Lap
Kok Link will be carried out in the following areas:
AREA 1:
This area is bounded by straight lines joining the following co-ordinates
(WGS 84 Datum) from (A) to (E):
(A) 22º 21.230’N / 113º 57.462’E
(B) 22º 20.825’N / 113º 57.602’E
(C) 22º 20.860’N / 113º 57.365’E
(D) 22º 21.050’N / 113º 57.301’E
(E) 22º 21.230’N / 113º 57.361’E
AREA 2:
This area is bounded by straight lines joining the following co-ordinates
(WGS 84 Datum) from (F) to (I):
(F) 22º 20.564’N / 113º 57.614’E
(G) 22º 20.020’N / 113º 57.692’E
(H) 22º 19.995’N / 113º 57.490’E
(I) 22º 20.588’N / 113º 57.405’E
The works will be carried out by two flat top barges and two jack-up
platforms. Some tugs and some work boats will provide assistance. The
number of vessels engaged in the works will change from time to time to
suit operational requirements.
A working area of approximately 50 metres will be established around each
barge. Yellow marker buoys fitted with yellow flashing lights will be laid
to mark the positions of the anchors extending from the barges.
A working area of approximately 25 metres will be established around each
jack-up platform. Yellow flashing lights will be installed at the four
corners of each platform to indicate the position of the platform.
The hours of work will be round-the-clock.
Vessels engaged in the operations will display signals as prescribed in
international and local regulations.
Vessels navigating in the vicinity should proceed with caution.
