SECOND DRAFT RESTRICTION ANNOUNCED

Construction of additional mooring dolphin
Friday, April 1, 2016, Singapore
Work for the construction of an additional mooring dolphin at Singapore Armed Forces (SAF) Ferry Terminal is being conducted from today (1 April) until 15 June.According to the Maritime and Port Authority of Singapore Port Marine Notice No.28 of 2016, the works will be carried out between 0800 and 1900 hours daily – including Sundays & Public Holidays – within the working area bounded by the following co-ordinates (WGS 84 Datum):
1) 01 deg. 23.258’N / 104 deg. 00.000’E
2) 01 deg. 23.291’N / 104 deg. 00.050’E
3) 01 deg. 23.271’N / 104 deg. 00.062’E
4) 01 deg. 23.239’N / 104 deg. 00.013’EA crane barge will be employed for the installation of piles, concrete cap and prefabricated fenders in the construction of the additional mooring dolphin.A safety boat will be deployed to warn craft to keep clear of the working area.Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear and not to enter the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and navigate with caution;
d) Maintain a listening watch on VHF Channel 21 (Sembawang Control);
and
e) Communicate with Sembawang Control on VHF Channel 21 for assistance, if required.

Opening of Central Marine Office
Friday, April 1, 2016, Hong Kong
The Central Marine Office on 3/F., Harbour Building, 38 Pier Road, Central, Hong Kong will be open from 0900 hours to 1100 hours on Saturday, 2 April 2016 for entry and outward clearance of all vessels.In the event of a black rainstorm warning issued by the Hong Kong Observatory during the above period, the office will remain open as scheduled.However, if the warning is issued less than 2 hours before 0900 hours, or a warning has been issued and remains in force after 0700 hours, the arrangements will be as follows:
(a) if the warning is cancelled before 1200 hours, the office will be open from 1400 hours to 1600 hours on the same day; and
(b) if the warning is cancelled after 1200 hours, the office will be open from 0900 hours to 1100 hours on Sunday, 3 April 2016.(For information about operations in Hong Kong contact GAC Hong Kong at shipping.hongkong@gac.com)

Second draft restriction announced
Friday, April 1, 2016, Panama Canal, Panama
Effective April 29, 2016, the maximum authorized transit draft will be set at 11.74, (38.5 feet), Tropical Fresh Water (TFW), as follows:

  • Vessels loaded to drafts over 11.74 meteres (38.5 feet) on or before April 1, 2016, will have this draft restriction waived for transit, subject to safety consideration.
  • Vessels loaded after April 1, 2016, shall comply with the draft restriction.
  • Vessels arriving with drafts over 11.74 meters (38.5 feet), TFW, may be allowed to transit after April 29, 2016, depending on the level of Gatun Lane at the time of transit. Otherwise, they will be required to trim or off-load cargo in order to transit.

As in the past, draft restrictions will be implemented in 15-centimeter (six-inch) decrements at a time, with each restriction announced at least four weeks in advance. Vessels alreadt loaded to the prevailing draft limitation at the time of announcing the new draft restriction will have this restriction waived for transit, subject to safety considerations.

The maximum authorized transit draft is the deepest point immersion in TFW allowed for a particular vessel in Gatun Lake, which has a density of 0.9954 at 29.4 deg. C (85 deg F). However, vessels shall arrive at Canal with no list.

The Panama Canal Authority will eliminate these draft restrictions as soon as Gatun Lake level returns to normal.
