Marine Works at Tsim Sha Tsui

For approximately 12 months, marine works involving demolition and reconstruction of deck structure will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (J) and the adjacent shoreline:
(A) 22 deg. 17.766’N / 114 deg. 10.623’E
(B) 22 deg. 17.725’N / 114 deg. 10.661’E
(C) 22 deg. 17.706’N / 114 deg. 10.646’E
(D) 22 deg. 17.666’N / 114 deg. 10.630’E
(E) 22 deg. 17.620’N / 114 deg. 10.602’E
(F) 22 deg. 17.548’N / 114 deg. 10.536’E
(G) 22 deg. 17.525’N / 114 deg. 10.489’E
(H) 22 deg. 17.519’N / 114 deg. 10.398’E
(I) 22 deg. 17.539’N / 114 deg. 10.346’E
(J) 22 deg. 17.592’N / 114 deg. 10.346’E

The works will be carried out by a flotilla of vessels including seven dumb lighters and one crane barge. Two tugboats and two guard boats will provide assistance. The number of vessels engaged in the works will change from time to time to suit operational requirements.

A working area of approximately 50 metres around each lighter and barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighters and the barge.

The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution.

Cable laying works in the East Johor Strait

The working period for cable laying works in the East Johor Strait has been revised. The work will now be conducted from 24 January to 23 May.

According to the Maritime and Port Authority of Singapore Port Marine Notice No.009 of 2019, the cable-laying operations will be carried out 24 hours daily – including Sundays & Public Holidays – off the entrance to Sungei Sembawang, within the working area bounded by the following co-ordinates (WGS 84 Datum):
1) 01 deg. 28·585’N / 103 deg. 48·148’E
2) 01 deg. 28·696’N / 103 deg. 48·662’E
3) 01 deg. 28·208’N / 103 deg. 48·573’E
4) 01 deg. 28·141’N / 103 deg. 48·182’E

The works will be carried out by a Cable Laying Barge (CLB). The CLB will be moored on pre-installed anchor points within the working area. Denman Shoal Buoy and Senoko “A” Buoy will be temporary removed during the working period.

Safety boats will be deployed to warn other craft in the vicinity of the working area.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear and not to enter the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and navigate with caution;
d) Maintain a listening watch on VHF Channel 21 (Sembawang Control);
e) Communicate with Sembawang Control on VHF Channel 21 for assistance, if required.

Tropical low expected to become cyclone

The port of Dampier is monitoring the progress of a tropical low (12 U) which is currently located over the Timor Sea. According to the Australian Bureau of Meteorology’s latest forecast, it is likely to move in West South Westerly direction and expected to reach Category 2 tropical cyclone. A Cyclone Watch has been declared for the northwest Kimberley coast.

The port of Dampier is currently at Cyclone stage 1 – Monitor. This stage involves monitoring the weather system and assessing its likely path and potential impact on the port.

Vessel Masters should ensure that:
– Vessel’s engines and machinery are fully operational;
– Vessel’s stability, trim, and propeller immersion are appropriate;
– Vessel’s manning, stores and bunkers are adequate for departure;
– Preparations are made in accordance with their respective cyclone response plan.

Terminal/berth operators should ensure that:
– The latest cyclone forecasts are taken into account if planning operations over the coming days;
– The response plan accounts for time required for vessel’s to clear the port and the approaching tropical system safely;
– The wharf areas are inspected for and cleared off / secured for any items that may have the potential to fall into the berth pockets or adjacent areas during periods of strong winds.

Weather forecasts will continue to be monitored with further advice to be issued within the next 24 hours or earlier if there is a substantial change/escalation to the situation.

Ban on open-loop scrubbers

The Port of Fujairah has decided to ban the use of open-loop scrubbers in its waters.

Ships will have to use compliant fuel once the IMO 2020 sulphur cap comes into force.
