Removal of temporary wind monitoring station off Lamma Island
Tuesday, April 20, 2021, Hong Kong

For approximately 12 months, the removal operation will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22° 09.305’N / 114° 05.856’E
(B) 22° 09.305’N / 114° 06.089’E
(C) 22° 09.088’N / 114° 06.089’E
(D) 22° 09.088’N / 114° 05.856’E

The works will be carried out by one derrick barge and one work boat. One tugboat will provide assistance.

A working area of approximately 200 metres around the barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the barge.

The hours of work will be from 0800 to 1800 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.

Diving operations will be carried out from time to time during the hours of work.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution and keep clear of the works area at slow speed, bearing in mind there are divers working in the area.

Update to Maximum Authorized Draft for Neopanamax Locks
Tuesday, April 20, 2021, Panama Canal, Panama

Rainfall in the Panama Canal watershed during the past weeks has allowed the Panama Canal Authority (ACP) to postpone the implementation dates for the maximum authorized draft in the Neopanamax locks announced in Advisory to Shipping A-20-2021.

Based on the present and projected level of Gatun Lake for the following weeks, the maximum authorized draft in the Neopanamax locks will remain at 14.94 m (49.0 feet) TFW until further notice. The maximum authorized draft of 14.78 m (48.5 feet) TFW, is hereby suspended.

Increased supervision of arrivals from India
Tuesday, April 20, 2021, Indonesia

Due to the increasing number of COVID-19 cases in India in recent days and in anticipation of the threat of the new mutation of the SARS-CoV-2 virus, the Head of Port Health Indonesia will carry out strict monitoring and health checks on every arrival of foreign nationals and Indonesian citizens from India entering through airports, ports, and border posts.

Indonesian Port Health will conduct the following:

Coordinate with all airlines and shipping agents to notify direct and transit schedules from India within 14 days.
Ensure all foreign nationals and Indonesian citizens who come from India:

  • In good condition
  • Bring the results of the RT PCR Swab examination with negative results that are valid 3 x 24 hours
  • Are quarantined for 5 x 24 hours
  • Take RT PCR swabs upon arrival and at the end of the quarantine period (day 5)
  • Fill out a health alert card with complete and valid identity data (NIK / passport number, destination address in Indonesia, telephone number, family phone number that can be contacted).
    If the results of the RT PCR examination are positive for COVID-19, isolation is carried out in a health facility until they are declared healthy and can be sent home if the results of the PCR swab examination are negative.
    Coordinate with health service facilities, laboratories, universities, and other related agencies appointed to carry out the RT PCR SWAB specimen examination in the respective working area.
    Facilitate delivery of nasopharyngeal and oropharyngeal SWAB specimens from COVID-19 confirmed cases carried out by health service facilities, laboratories, universities, and other related agencies to the head of the Class I KKP Soekarno Hatta to be forwarded to the head of the Research and Development Agency c.q. The Head of the Research and Development Center for Health Basic Technology and Research, the Ministry of Health’s research and development agency, which is the national reference laboratory for examining COVID-19, with the address of the infectious disease research laboratory, Center for Biomedical Research and Basic Health Technology, Jalan Percetakan Negara II – Office and Warehouse Complex of the Ministry of Health-Jakarta.
    Disseminate information to health service facilities, laboratories, universities, and other relevant agencies regarding the following specimen criteria:
    a) A VTM tube containing a nasopharin swab with a minimum volume of 600 μl, has a CT (cycle threshold) below 30.
    b) Specimens are sent along with the epidemiological investigation form.
    c) The specimen is sent immediately after the results of the RT-PCR examination are obtained.
    d) Report the data from the PCR Swab examination to the New All Record (NAR) application.
    Coordinate with airport authorities, port authorities, border managers, Directorate General of Immigration, Directorate General of Customs and Excise, BPBD, Provincial Health Services, and other Stakeholder for the preparation of quarantine facilities and supervision of arrivals from India in order to receive comprehensive support in implementation.

Refusal of entry to vessels from India, Pakistan & Philippines

As per latest information from port health right now, vessels which has been to India, Philippines & Pakistan within 21 days will not allow to enter Hong Kong.

The Prevention & Control of Disease (Regulation of Cross-boundary Conveyances & Travellers) Regulation was invoked to prohibit the landing of Cathay Pacific passenger flights from Manila, the Philippines, in Hong Kong, and the landing of passenger flights of TATA SIA Airlines (Vistara) from Mumbai, India, in Hong Kong from April 19 to May 2.

Force Majeure declared
Tuesday, April 20, 2021, El Hariga, Libya

A Force Majeure has been declared for El Hariga Terminal as exports have been suspended and the port closed.

No tankers are loading or discharging and there is no pre-arrival information for any tanker to call the terminal.

The situation is expected to be resolved within the coming week.

Indexation of Scale of Rates

Cochin Port trust has achieved the Cargo related standards as per the Performance Standards notified in the Official Gazette. Hence, Cochin Port Trust has decided to apply the indexation to the following charges covered in the Scale of Rates and escalate the rates by 0.55% with effect from 01.05.2021:

  • Chapter III: Cargo related charges
  • Chapter IV: Hire charges for port equipment
  • Chapter V: Container related charges
  • Chapter VI: Container Freight Station (CFS) related charges
  • Chapter VII: Miscellaneous charges (Except Clause 7.6 – penalty charges for VCN cancellation)
