DATE: January 24, 2013 – COUNTRY: Singapore – PORT: Jurong Port – Dredging works near Horizon Terminal
Maintenance dredging works will be carried out in the vicinity of the Horizon Terminal, Jurong Island, from 25 January to 24 July.
According to the Maritime and Port Authority of Singapore’s Port Marine Notice No.11 of 2013, the works will be conducted 24 hours daily – including Sundays & Public Holidays – within the working area bounded by the following coordinates (WGS 84 Datum):
A) 01 deg. 14.837’N / 103 deg. 41.376’E
B) 01 deg. 14.861’N / 103 deg. 41.463’E
C) 01 deg. 14.725’N / 103 deg. 41.500’E
D) 01 deg. 14.704’N / 103 deg. 41.414’E
Maintenance dredging works will be carried out within the working area. The dredger will be held by 4-point anchor moorings with a safe working zone of a 50-metre radius centered at the dredger.
A safety boat will be deployed 24 hours in the vicinity of the working area to warn craft to keep clear from dredging works.
Craft involved in the works will exhibit the appropriate local and international day and night signals.
When in the vicinity of the working area, mariners are reminded to:
(a) keep well clear and not to enter the working area;
(b) maintain a proper lookout;
(c) proceed at a safe speed and navigate with caution;
(d) maintain a listening watch on VHF Channel 25 (Cyrene Control);
and
(e) communicate with Cyrene Control on VHF Channel 25 for assistance, if
required.

All vessel movements within Gladstone Harbour have been suspended until 0600 hours local time tomorrow (25 January) due to the prevailing bad weather.
The Severe Weather Warning issued at 5:54 pm today (24 January) states:

At 4pm, Ex-Tropical Cyclone Oswald was situated approximately 55 km south of Townsville and was moving in a southeast direction at about 24 kilometres per hour. The monsoon trough extended from Ex-Tropical Cyclone Oswald down along the Queensland east coast to near Gladstone.
Destructive winds, with gusts in excess of 125 km/hr are possible about Central Coast and Whitsundays district and developing over northern parts of the Capricornia district tonight. Locations which may be affected include Bowen, Mackay, Proserpine, Sarina, Whitsunday Islands and Rockhampton.
Damaging winds, with gusts to 90 km/hr, are possible over the remainder of the Capricornia, Herbert and Lower Burdekin and northern parts of the Wide Bay and Burnett districts. Locations which may be affected include Townsville, Gladstone and Bundaberg.
Heavy rainfall, which may lead to flash flooding, is likely in the Herbert and Lower Burdekin, Central Coast and Whitsunday, Capricornia, Wide Bay and Burnett, eastern parts of the Central Highlands and Coalfields and the eastern parts of the Northern Goldfields and Upper Flinders. Six hour rainfall accumulations of 100-200 mm are possible. This heavy rain may also worsen the existing flood situation across parts of north Queensland. Locations which may be affected include Charters Towers, Townsville, Bowen, Mackay, Rockhampton, Gladstone, Bundaberg and Maryborough.

Extremely heavy rainfall in the area from Abbot Point down to Gladstone is having an adverse effect on shiploading at the region’s coal ports.
Although it remains to be seen what impact the rain will have on railing and mining inland, possible delays and disruption are expected in the coming days.

After crossing the coast yesterday afternoon (23 January), Peta is now well inland and no longer a Tropical Cyclone. All NW west Australian ports are now returning to normal operations.
Port Hedland, which closed on Tuesday afternoon, reopened its port and anchorage at 1600 hours local time yesterday.
Port Walcott and Dampier, which closed on Tuesday evening, both reopened at 1900 hours local time yesterday.

DATE: January 24, 2013 COUNTRY: Panama PORT: Panama Canal – Locks lane outage programme
Beginning Monday, January 28, 2013, at 2200 hours through Tuesday, January 29, 2013, at 1600 hours (18 hours), the East lane at Gatun Locks will be out of service for the removal of Miter Gate (MG) 29 and installation of MG 5.
Beginning Thursday, January 31, 2013, at 2200 hours through Friday, February 1, 2013, at 1600 hours (18 hours), the East lane at Gatun Locks will be out of service for the removal of MG 30 and installation of MG 6.
Beginning Monday, February 4, 2013, at 2200 hours through Tuesday, February 5, 2013, at 1600 hours (18 hours), the West lane at Gatun Locks will be out of service for the removal of MG 7 and installation of MG 29.
Beginning Thursday, February 7, 2013, at 2200 hours through Friday, February 8, 2013, at 1600 hours (18 hours), the West lane at Gatun Locks will be out of service for the removal of MG 8 and installation of MG 30.
As a result, and pursuant to the rules governing the Transit Reservation System, Condition 2 will be in effect on Tuesday, January 29, 2013; Friday, February 1, 2013; Tuesday, February 5, 2013; and Friday, February 8, 2013.
Applications for reserved transits while Condition 2 is in effect will be received beginning at 0900 hours on January 26, 2013, for January 29, 2013; 0900 hours on January 29, 2013, for February 1, 2013; 0900 hours on February 2, 2013, for February 5, 2013; and 0900 hours on February 5, 2013 for February 8, 2013.
During this period the booking slot available through the Auction Process, as well as the slots available for regular vessels less than 300 feet in length, will continue to be offered in addition to the regularly offered slots.
