Construction of new AVA Jetty off Pasir Ris

Construction of a new AVA jetty off Pasir Ris, Serangoon Harbour, will be carried out from 10 August to 31 December.

According to the Maritime and Port Authority of Singapore’s Port Marine Notice No.107 of 2013, the works will be conducted 24 hours daily – including Sundays & Public Holidays – within a working area bounded by the following coordinates ((WGS 84 Datum):
A) 1° 26.922’N / 103° 46.266’E
B) 1° 26.939’N / 103° 46.248’E
C) 1° 26.962’N / 103° 46.269’E
D) 1° 26.936’N / 103° 46.295’E

Construction of the jetty will entail piling, concrete works and construction of floating pontoon. Piling and concrete works will be carried out by crane barges. Work barges will be deployed for the transportation of construction materials. Marine surveys will be carried out on completion of construction works.

Safety boats will be deployed in the vicinity to warn other craft to keep clear of the working area.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) keep well clear and not to enter the working area;
b) maintain a proper lookout;
c) proceed at a safe speed & navigate with caution;
d) maintain a listening watch on appropriate VHF Channel 21;
and
e) communicate with Sembawang control on VHF Channel 21 for assistance, if required.

Heavy lift and semi-submersible vessels

The Suez Canal Authority has issued a clarification of its Circular No.02/2011 concerning heavy lift and semi-submersible ships.

The first paragraph of the circular concerning an additional charge of 50% of canal tolls in case of one of which is 250 metric tons or more, the ship is required to be equipped with self-lifting crane with capacity of 250 tons and more.

Otherwise, the rules of collecting a 125% surcharge of canal tolls plus one escort tug apply for semi-submersible vessels.

Change to procedure for ongoing/outgoing clearance

Effective from 12 August, Paranagua Federal Police Department’s Immigration Department will only issue ongoing/outgoing passes for ships arriving from or sailing abroad after all crew members’ duly completed entry cards (TARJETAS) are submitted.

This is without any prejudice to other official procedures regularly applied.

To date, ships’ clearances procedures have been completed whilst the vessels lie in the port, without halting the operations. Frojm 12 August,  ships will be accepted in only after the document is delivered to the police. Any failure to prepare the necessary documentation will cause delays to operations.
