Increased SAMSA levies in force
South African Maritime Safety Authority (SAMSA) levies and direct user
charges have been adjusted by 5.3%.
SAMSA last increased its levies and charges in 2009.

Pilotage fees to increase
As a direct result of customer feedback, the PKPC [Port Kembla Port
Corporation] Board of Directors has recently approved increasing the number
of Marine Pilots from a total of 7 to a total of 9. While it will take some
time to train the new Pilots, this initiative will ensure the efficient
management of the waterside operations of the Port into the future….
….the Directors of the Port Kembla Port Corporation have resolved to
increase the following fees in relation to Pilotage services, effective
from 1 January 2014:
PILOTAGE FEE
to be increased by 2O% per Gross Registered Tonne. For most users this will
result, on average, in an increase in real dollar terms of $600 per
pilotage movement;
PILOTAGE REMOVAL FEE
the existing rebate of 50% of the full Pilotage fee will no longer apply.
Pilotage removals will be charged at the full Pilotage rate.
MINIMUM PILOTAGE CHARGE
to be to be increased from a minimum of only $182.4351 to a minimum of
$1050. This charge is calculated to recover base costs of one hour of Pilot
wages and on-costs, Pilot Boat including wages of crew (plus depreciation,
fuel, maintenance and on-costs) and Vessel Traffic lnformation Centre wages
and on-costs.
DEFERMENT OF PILOTAGE CHARGE
to be increased from a minimum of only $182.4351 to 75% of the full
Pilotage Fee, if cancellation is made within 2 hours of the scheduled Pilot
on-board time. No charge will be made if the cancellation is due to weather
or other unforeseen event, at the discretion of the Harbour Master.
NEW FEE
Because of the costs involved in rescheduling staff when amendments are
made to an original booking, it has been decided to introduce a new Booking
Amendment Fee as follows:
There will continue to be no charge for the first pilotage booking made in
the PKPC Shipping scheduling system. A new charge will be introduced,
however, for booking amendments – $50 for the first and $100 for each
subsequent booking amendment.
Port Kembla Port Corporation has determined that these changes, while
regrettable, are absolutely necessary to ensure a continuous 2417 pilotage
service is maintained and that the financial viability of the business is
continued. ln accordance with clause 80(2Xb) of the Ports and Maritime
Administration Act 1995, notice of these changes and a revised pricing
schedule of PKPC port charges will be published in a prominent position in
a publicly accessible area of the Corporation’s website.
