National strike called: possible disruption to tanker ops
French trade unions have called for a 24 hour national strike from 0600
hours on Thursday (6 February) until 0600 hours on 7 February.
If workers at the Fluxel oil terminal at Fos and Lavera participate in the
strike (to be decided by each working shift ), delays can be expected for
tankers alongside for loading and/or discharging.

Union calls terminal staff to stop work at end of shift
Tanker operations at Fos and Lavera Fluxel oil terminal may be interrupted
today (4 February), following the call by CGT (Confederation generale du
travail – France’s General Confederation of Labour) for terminal employees
to stop work for one hour each end of their shift.
The stoppage is subject to each working shift decision.
If the stoppage goes ahead, operations may be interrupted as follows:
– from 13.00 to 14.00 hrs today
– from 21.00 to 22.00 hrs today
– from 05.00 to 06.00 hrs tomorrow (5 February)

Ice Condition II: Removal of horsepower restrictions
The Captain of the Port (COTP) Delaware Bay is notifying mariners that Ice
Condition II has been modified to lift horsepower restrictions in the C&D
Canal. There is no longer a minimum horsepower requirement for vessels.
Steel hull restrictions remain in effect.
All masters, ship agents and owners and operators of all vessels, marine
facilitieis and marinas should review and adhere to the following Ice
Conditions II procedures for the Delaware River and its tributaries, the
Delaware Bay, and NJ and DE coasts:
* Only steel hull vessels may operate in the Delaware River north of Reedy
Point, in the Schuylkill River, in the Salem River, and within the
Chesapeake and Delaware (C&D) Canal
* Vessels should be able to maneiver unassisted through the ice wihtout
needing to stop, back off and ram the ice
* Vessel moorings should be checked frequently to ensure the vessel is
adequately moored
* Vessels at anchor should maintain their engines on standby at all times
when ice is present
* Vessel sea chests should be checked regularly for ice buildup and
precautions should be taken to ensure that the sea chests are kept clear
* Vessels at anchor should ensure that proper bridge watches are stood at
all times
* The COTP Delaware Bay may establish additional requirements for specific
geographic areas of the COTP Zone if conditions warrant such restrictions

nationwide.

Cruz, Tampico, Madero, Altamira and Tuxpan are as follows:
