IMB warns of West Africa piracy threat
The ICC International Maritime Bureau is asking ships to be extra vigilant
when transiting West Africa as piracy in the region becomes a growing
concern.
Since the beginning of the year, one vessel, MT Kerala, has been hijacked
and six were boarded in West Africa. There was also one attempted attack.
The hijacking of the Liberian-flag product tanker in January by Nigerian
pirates has sparked fears these gangs are venturing further south. In that
incident, the pirates hijacked the MT Kerala off the coast of Luanda in
Angolan waters. The vessel was released by the pirates 8 days later after
the cargo was illegally transferred in a ship-to-ship operation along the
West African coast….
….The IMB has warned in its annual piracy report of the dangers to ships
transiting West African waters particularly around Nigeria, Benin and Togo,
and urge continued vigilance as the threat remains real, as highlighted by
the MT Kerala hijacking.
It further points to the fact that because pirates have never attacked so
far south, it is likely that vessels in the area are not aware of the
danger….
….The IMB is warning ships to be extra cautious and to take necessary
precautionary measures when transiting West African waters. It urges ship
owners and managers who lose contact with their vessels to report it to the
IMB Piracy Reporting Centre as soon as possible, so that investigations can
be carried out and if appropriate suitable warnings issued to other vessels
in the same area to reduce the risk of hijacks.
The IMB also operates a 24 hour maritime security hotline to report any
information relating to maritime crime and maritime security.

Mariners urged to keep lookout for whales
The NOAA is alerting mariners to be on the lookout for groups of migrating
whales off the California Coast.
In its Local Notice to Mariners, the NOAA states:
QUOTE….
Mariners are advised that groups of gray whales are traveling within 10 km
of the coast from November to June as part of their annual migration.
Mariners should keep a sharp lookout and exercise caution as approximately
19, 000 animals migrate along the coast during this period.
Humpback whales are also being seen in greater numbers than a month ago.
Killer whales, also known as orcas, have been seen off of LA/LB in the past
month. These are fairly rare visitors to the region and are in the area
hunting marine mammals, including sea lions and dolphins.
Please report collisions with whales, any observed injured whales, or dead
whales to NOAA at 877-SOS-WHALe (877-767-9425) or to the U.S. Coast Guard
on VHF Channel 16.
NOAA is asking for the public’s help in tracking whales. If you see whales,
record the date and location, number of whales, species (if known) and a
description of the animals. Please email information to whales@noaa.gov.

Repairs at typhoon shelter
For approximately 4 months, repair works for a reinforced concrete platform
will be carried out in Aberdeen South Typhoon Shelter at the location of
the following co-ordinates (WGS84 Datum): 22 deg. 14.579’N / 114 deg.
09.719’E
The works will be carried out by a work boat. A motor boat will assist in
the works from time to time.
The hours of work will be from 0900 to 1800 hours. No works will be carried
out on Sundays and public holidays. Vessels engaged in the works will stay
in the works location outside the hours of work.
Diving operations will be carried out from time to time during the hours of
work.
Vessels engaged in the operations will display signals as prescribed in
international and local regulations.
Vessels navigating in the vicinity should proceed with caution and keep
clear at slow speed, bearing in mind there are divers working in the area.

The Canal Mooring and Light Company (an affiliate to Suez Canal Authority)
will increase its tariff by 10% from 1 May 2014.
Suez Canal Transit Tariff until 30 April:
– Direct from Anchorage: $ 2, 098
– From Suez Canal Eastern Branch: $ 2, 353
– From Inner harbor: $ 2, 056
Suez Canal Transit Tariff from 1 May:
– Direct from Anchorage: $ 2, 308
– From Suez Canal Eastern Branch: $ 2, 589
– From Inner harbor: $ 2, 262
This cost is compulsory for all ships crossing the Suez Canal regardless of
whether it is equipped with Projector/mooring boats.
The position of lifting mooring boats/Projector (Direct/Eastern ranch/Inner
harbor) is subject to ship arrival time, Canal traffic, ship size and type
of cargo on board.
