12 hour wait at Brunsbuettel for entry to Canal

Vessels with LOA over 125m and/or draft more than 6, 5m are currently facing
waiting times of up to 12 hours at Brunbuettel before entering the Kiel
Canal.

The waiting time at Kiel-Holtenau is about 2 hours.

Texas City Y incident response update (25 March)

The Port of Houston remains closed since yesterday evening (24 March), as
Unified Command continues to assess the situation with oil in the channel
to determine when vessel traffic can resume.

There are 46 outbound vessels and 47 inbound vessels in the queue for
transit in the Port of Houston.

The Port of Texas City has 5 inbound and 3 outbound vessels in the queue
awaiting transit.

Once the channel has been determined safe to navigate, and transiting
vessels will not spread oil contaminants, a prioritization list will be
established to determine the entry order of vessels.

The Galveston Bolivar ferry has been given permission to operate and will
be running between 7 a.m. to 7 p.m.

According to the latest update received from the West Gulf Maritime
Association, the Coast Guard has reported that the channel is clear from
the Galveston Jetties to Fred Hartmann Bridge. Two test runs being
performed this morning. Coast Guard optimistic will be able to authorize
traffic later today.

Pilots report orders as follow:
Houston: 53 outbound, 47 inbound;
Texas City: 7 outbound, 6 inbound;
Galveston: 1 outbound, 4 inbound;

Six de-contamination stations have been set up for vessels that have been
contaminated. Decontamination will take place at the vessel’s berth as much
as possible.

Priority is to move clean vessels first. Vessels that are currently in the
contaminated zones are requested to perform a self-assessment and report
their status to Coast Guard at 832-244-1870.

The contaminated zones are the ports of Texas City, Galveston and the
channels leading to those ports. In addition, Coast Guard reported that
some oil did pass through the jetties and drifted to the south. – Coast
Guard is asking vessels anchored south of the jetties to perform a self
assessment as well.

Pilot orders should be updated and pilots notifed of the contamination
status of vessels.

CBP has advised that they have issued a blanket 24 hour extention of all
clearances.

Since reopening of the ports is now imminent, agents are reminded that
ENOA’s and pilot orders must be kept updated.

[Latest update received 1900 hours CET:]
VTS Houston/Galveston is now accepting the movement of outbound deep draft
ships from Houston and Galveston. Inbound towing vessels may move from
Bolivar to Houston via BRAIR.

All vessels are directed to check-in on channel 5A to coordinate movement
with Houston Vessel Traffic.

Dubai International Marine Club (DIMC) has organised the 2014 UAE Water
Bike Championship (HEAT-6 Dubai) on Saturday, 29 March 2014, at Al Mamzar
Beach.

– Reacing Area: Al Mamzar Beach
– Date: Saturday 29 March 2014
– Time: 08.30-17.00

All beach users (swimmers, priovate het ski, etc.) are advised to keep the
area clear in good time.

Closure of Izmit Bay

Please be informed that Izmit Bay will be closed to traffic both ways (in
and out) for 14 hours for all vessels from 26 March 2014 at 1000 hrs to 26
March 2014 2359 hours.

Vessels, owners, managers, masters should take necessary safety and
security precautions and not sail into Izmit Bay during the mentioned
period.
