Strike update (26 March)

Brunsbuettel locks will be closed due to strike actions from 1400 hours
tomorrow (27 March) until 0600 hours on Friday 28 March.

At this stage, it is uncertain if the strike actions at Kiel-Holtenau locks
commencing at 0600 hours tomowwo (27March) will affect both the big and
small locks or only the old small locks.

Texas City Y incident response update (26 March)

Last night, tugs ran through the night. For deep draft vessels,
daylight-only restrictions still exist, however two way traffic is open
throughout the VTS area.

If the day goes well and no oil or sheening is reported, USCG Waterways
Management will consider lifting the daylight-only restriction for deep
draft vessels.

The Houston Pilots have five vessels moving inbound, and 10 outbound, with
47 vessels waiting to move in to Houston, and 29 waiting to move out.

The Galveston-Texas City Pilots are back to normal scheduled operations in
Galveston.

In Texas City, they are working with Houston Vessel Traffic to begin
movement around dive operations in the Texas City dike. The first vessel
departed at 0800 today.

End of Ice Season

The Captain of the Port (COTP) Sector Delaware Bay is notifying mariners
that Ice Season 2013-14 for Delaware Bay Captain of the Port Zone has
officially concluded.

The 2013/14 winter season brough unusually severe and icy weather with more
ice formation in the Delaware Rover, its tributaries, and the C&D Canal
than the region has seen in many years. Ice reports we received from
waterfront facilities, vessels, and bridges made it possible for the Coast
Guard to make sound decisions regarding ice breaking operations and
navigational restrictions. Together, we were able to mitigate impacts to
commerce without incident….

Update on Annual Administrative Fee Scheme

The subsidiary legislations to effect the Maritime Labour Convention (MLC)
will be brought into force on 1 April 2014. As a result, there will be some
changes to the crewing-related services provided by MPA.

In addition, we have also taken the opportunity to review existing
crewing-related services not affected by the MLC legislations. This
circular provides an update on the changes made to such services covered
under the Annual Administrative Fee (AAF) scheme.

CHANGES TO APPLICABLE CREWING-RELATED SERVICES

The revised crewing-related services under the AAF scheme that will come
into effect on 1 April 2014 are as follows:
a. to cease the opening and closing of crew agreement;
b. to issue Part I of the Declaration of Maritime Labour Compliance;
and
c. to package search fees and photocopy charges for the retrieval of crew
agreement or official log books together.

REVISED APPLICATION FORM
Other than the revised crewing-related services, there are no changes to
the AAF scheme. The flat fee remains at S$600 per ship (inclusive of GST)
for each calendar year (January to December).

The revised application form with the updated list of applicable services,
as attached in Annex A, replaces the previous application form found in
Shipping Circular No. 20 of 2013. Interested owners or its appointed ship
managers/ agents who have yet to enrol their ships in the scheme can make
an application to MPA by submitting the duly completed application form via
email: marine@mpa.gov.sg to our office….

Labour issues affecting operations

The Port of Point Lisas is currently experiencing labour related issues,
which has caused delays to vessel and gate operations.

[Point Lisas Industrial Port Development Corporation Limited’s] Management
Team is working fervently to resolve the matter in the shortest possible
time and we expect to resume the receipt and delivery of full and empty
containers at 1500 hrs today.

becomes available.
