On 14 April 2014 the EU published Council Implementing Regulation 381/2014. This regulation makes two changes to the current sanctions regime implemented by the EU in reaction to the ongoing crisis in Ukraine.
Regulation 381/2014 expands the number of designated individuals against whom the EU’s restrictive measures (EU Regulation No 208/2014) apply (see Clyde & Co Sanctions Update March 2014)
The Regulation also amends the identifying information for three individuals previously listed as designated individuals in EU Regulation No 208/2014
Effective as from 15 April 2014 the newly designated individuals are as follows:
Mr Serhiy Arbuzov
Mr Yuriy Ivanyushchenko
Mr Oleksandr Klymenko
Mr Edward Stavytskyi
All the newly designated individuals are Ukrainian politicians connected to the Yanukovych government. The basis for the four individuals being listed as designated individuals is given as an “alleged involvement in crimes in connection with the embezzlement of Ukrainian state funds and their illegal transfer outside the Ukraine”.
In addition to designating new individuals, the regulation amends the identifying information for three individuals originally designated in EU Regulation 208/2014 including that of Oleksandr Yanukovych (the son of former president Viktor Yanukovych) and the former prime minister, Mr Oleksii Azarov and Mr Serhii Kliuiev.
