GAC 01072014Fog persists

Dense fog continues to disrupt operations at ports along the Upper Texas Coast. Houston, Galveston and Corpus Christi were closed last night (17 March), though Freeport is currently open.

A Marine Dense Fog Advisory remains in effect for the Upper Texas Coast out to 20 NM offshore between Freeport and High Island. Dense fog should redevelop and move back toward the coast. A Marine Dense Fog Advisory may also likely be necessary for Matagorda Bay and the adjoining coastal waters overnight.

A surface ridge of high pressure over the Gulf waters will drift slowly east. A light onshore flow will persist from this afternoon through Friday. As warm moist air over rides cooler shelf waters, periods of sea fog are expected. The fog will be persistent and is likely to linger through Saturday.

Seawall reinstatement works
March 18, 2015, Hong Kong, Hong Kong

For approximately 9 months, seawall reinstatement works will be carried out [at Junk Bay] within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (F) and the adjacent shoreline:

(A) 22 deg. 17.743’N / 114 deg. 15.997’E

(B) 22 deg. 17.675’N / 114 deg. 15.970’E

(C) 22 deg. 17.799’N / 114 deg. 15.783’E

(D) 22 deg. 17.936’N / 114 deg. 15.747’E

(E) 22 deg. 18.090’N / 114 deg. 15.827’E

(F) 22 deg. 18.074’N / 114 deg. 15.860’E

The works will be carried out by a flotilla of vessels including three derrick lighters, two tugs and one guard boat. The number of vessels engaged in the works will change from time to time to suit operational requirements.

A working area of approximately 50 metres around each lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighter.

The hours of works will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.

A silt curtain, extending from the sea surface to the seabed, will be established within the works area. The silt curtain is large piece of netting used to contain mud and sediments. Yellow markers fitted with yellow flashing lights will be laid to mark the extent of the silt curtain.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution.

Marine site investigation & deep cement mixing trial works

For approximately 10 months, marine site investigation and deep cement mixing trial works involving drilling of boreholes, diving operations, water monitoring and hydrographic survey will be carried out [north of Hong Kong International Airport] in the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (F):

(A) 22 deg. 19.855’N / 113 deg. 54.708’E

(B) 22 deg. 19.650’N / 113 deg. 54.785’E

(C) 22 deg. 19.445’N / 113 deg. 54.861’E

(D) 22 deg. 19.303’N / 113 deg. 54.421’E

(E) 22 deg. 19.508’N / 113 deg. 54.344’E

(F) 22 deg. 19.713’N / 113 deg. 54.268’E

Yellow marker buoys fitted with yellow flashing lights and radar reflectors will be laid to mark the boundary of the works area at co-ordinates from (A) to (F).

Two high-tower special purpose drilling barges, two flat top barges, two jack-up platforms, two derrick lighters, one launch and some work boats will carry out the works at various stages. Some tugs and guard boats will provide assistance. The number of vessels engaged in the operations will change from time to time to suit operational requirements.

A working area of approximately 150 metres will be established around each high-tower special purpose drilling barge. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the high-tower special purpose drilling barges.

A working area of approximately 50 metres will be established around each flat top barge and each derrick lighter. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the flat top barges and derrick lighters.

A working area of approximately 25 metres will be established around each jack-up platform. Yellow flashing lights will be installed at the four corners of the platform to indicate the positions of the platforms.

The hours of works will be round-the-clock.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution and keep clear at slow speed, bearing in mind there are divers working in the area.

Soil investigation work off Changi East

From 19 March to 20 April, soil investigation works will be conducted 24 hours daily – including Sundays & Public Holidays – off Changi East, within the working area at the following borehole points (WGS 84 Datum):

TM-BC-12) 01 deg. 18.567’N / 103 deg. 59.977’E

TM-BC-13) 01 deg. 18.552’N / 104 deg. 00.045’E

The Maritime and Port Authority of Singapore Port Marine Notice No.29 of 2015 advises that the soil investigation work will be carried out by means of borehole drilling and Cone Penetration Testing using barge.

The work barge, with tug boats in attendance, will have a circular safety working zone of 30 meters radius centred at the barge.

Tugboats will be used for shifting the barges from one borehole location to another. The shifting of the barges will be carried out strictly during daylight hours only.

A safety boat will be deployed in the vicinity of the working area to warn other craft of the project work.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:

a) Keep well clear and not to enter the working area;

b) Maintain a proper lookout;

c) Proceed at a safe speed and navigate with caution;

d) Maintain a listening watch on VHF Channel 12 (East Control); and

e) Communicate with East Control on VHF Channel 12 for assistance, if required.
