Marcus Hook range & anchorage dredging operations

The U.S Coast Guard will be enforcing the safety zone found in 33 Code of Federal Regulations 165.555 for dredging operations in Marcus Hook range in the Delaware River beginning September 15, 2015 until December 31 2015. During this time, the dredge ESSEX will be operating within Marcus Hook range.The safety zone includes all waters within a 150 yard radius of the dredge ESSEX and all related dredging equipment. Vessels requesting to transit Marcus Hook range shall contact the dredge ESSEX on VHF channel 13 or 60, 30 minutes prior to arrival. Vessels shall then transit around the dredge project, utilizing Marcus Hook anchorage, while operating at the minimum safe speed necessary to maintain steerage and reduce wake.During this time period, the regulations in 33 Code of Federal Regulations 110.157(b)(ii)(i) will be in effect. Vessels desiring to anchor within Marcus Hook anchorage must obtain permission from the Captain of the Port at least 24 hours in advance, at (215) 271-4807. The COTP will permit one vessel at a time in Marcus Hook anchorage on a “first come-first served” basis. Normally, this is a 48 hour anchorage; however, vessels will not be permitted to occupy the anchorage beyond 12 hours during this time. Vessels that require an examination by the public health service, customs or immigration authorities will be directed to an anchorage for the required inspection by the COTP. Vessels are encouraged to use Mantua Creek anchorage (anchorage #9) and Deepwater Point anchorage (anchorage #6) as alternatives. 

The operator of any vessel in the safety zone shall proceed as directed by the designated representative of the Captain of the Port and shall contact the dredge ESSEX on VHF channel 13 or 16, for passing information.

A USACE survey conducted on 10 September 2015 has identified two submerged objects [in the Upper Delaware River] in positions 40-00-25.0N, 075-03-04.9W and 40-00-25.5N, 075-03-04.2W.The two objects are in the vicinity of the charted position of Upper Delaware River Channel Lighted Buoy 8 (LLNR 3680) and in a depth of approximately 38 feet at MLLW.Mariners should use extreme caution when transiting the area.

Notification requirements

In regards to STS operations, new regulations align with the MARPOL Annex I requirements for a 48-hour notification. An incomplete 48-hour initial notification may be submitted provided that all of the required information is submitted at the earliest opportunity.A 24-hour notice remains for all vessels subject to 33 CFR 156 Subpart B……..For STS operations the Person in Overall Control (POAC) is the party responsible for ensuring that any incidents are reported in accordance with 33 CFR 151.15. There should be one report made by or on behalf of the POAC to prevent multiple and potentially conflicting reports to the Coast Guard. 

All advanced notifications should be sent via email to Marine Safety Unit Texas City:msutxclightering@uscg.mil. Alternatively please call the duty Port State Control Examiner at (409) 978-2718. Affected parties are encourages to communicate directly with Marine Safety Unit Texas City to coordinate timely notifications and updates based on individual needs. Certificate of Compliance cargo waivers will not be granted for oil and hazardous cargo transfer operations at sea.

Soil investigation off Changi East

From 15 September 2015 to 14 March 2016, soil investigation work will be conducted off Changi East.According to the Maritime and Port Authority of Singapore Port Marine Notice No.107 of 2015, the works will be carried out 24 hours daily – including Sundays & Public Holidays – within the working area bounded by the following coordinates (WGS Datum 84):Sector A1) 01 deg. 21.340’N / 104 deg. 02.416’E

The soil investigation work will be carried out by borehole drilling and CPT using jack-up barges.

 

The jack-up barges, with tug boats in attendance, will have a circular safety working zone of 30 meters radius centered at the barge. Tugboats will be used for shifting the barges from one borehole location to another.

 

A safety boat will be deployed in the vicinity of the working areas to warn other craft of the project work.

 

Craft involved in the works will exhibit the appropriate local and international day and night signals.

 

When in the vicinity of the working area, mariners are reminded to:

a) Keep well clear and not to enter the working area;

b) Maintain a proper lookout;

c) Proceed at a safe speed and navigate with caution;

d) Maintain a listening watch on VHF Channel 21 (Sembawang Control); and

e) Communicate with Sembawang Control on VHF Channel 21 for assistance, if required.

Testing of AUV

From 17 September to 31 October an Autonomous Underwater Vehicle (AUV) will be tested off SAF Yacht Club Changi.According to the Maritime and Port Authority of Singapore Port Marine Notice No.103 of 2015, the work will be carried out from 0800 to 1800 hours on weekdays within the working area bounded by the following coordinates (WGS 84 Datum):1) 01 deg. 18.756’N / 104 deg. 00.976’E2) 01 deg. 14.425’N / 104 deg. 00.976’E3) 01 deg. 18.425’N / 104 deg. 00.784’E

Changes to crew change checks

Starting on 1 October 2015, Immigrations officers at all ports in Turkey will check original flag endorsements during crew changes (rather than copies, as was previously the case).Further, all passports must be valid for at least 65 days before expiry.Manning offices, vessels and crew are urged to act accordingly.

First vessel calls at new terminal

The first vessel has called at the newly opened T-Mult (Terminal Multicargas) terminal at the port of Acu.The vessel Turquoise Ocean will be loaded with 30.000 kg of bauxite and will sail to China in the coming days.In 2014 over 480 million BRL (approx. US$ 125 million) was investments in the port in the state of Rio de Janeiro.
