Testing of Autonomous Surface Vehicle off Republic of Singapore Yacht Club
Friday, March 30, 2018, Singapore

From 2 to 13 April, testing of an Autonomous Surface Vehicle (ASV) will be carried out off the Republic of Singapore Yacht Club (RSYC).

According to the Maritime and Port Authority of Singapore’s Port Marine Notice No.033 of 2018, the testing will be carried out between 1000 and 1600 hours daily within a working area bounded by the following coordinates (WGS 84 Datum):
1) 01 deg. 17.650’N / 103 deg. 45.587’E
2) 01 deg. 17.681’N / 103 deg. 45.539’E
3) 01 deg. 17.743’N / 103 deg. 45.579’E
4) 01 deg. 17.714’N / 103 deg. 45.625’E

The ASV will be launched and recovered from the RSYC slipway. A safety boat will be in attendance at all times to warn and re-direct craft in the vicinity to keep clear of the working area. The craft will exhibit the appropriate local and international day signals.

When in the vicinity of the working are, mariners are reminded to:
a) Keep well clear and not to enter the working area
b) Maintain a proper lookout
c) Proceed at a safe speed and navigate with caution
d) Maintain a listening watch on VHF Channel 25 (Pasir Panjang Control)
and
e) Communicate with Pasir Panjang Control on VHF Channel 25 for assistance, if required.

Underwater inspection works and submarine cable laying operations

For approximately 12 months, marine works involving underwater inspections and cable laying operations will be carried out along the cable alignment from Deep Water Bay to the eastern boundary of Hong Kong Waters, which is formed by joining the following co-ordinates (WGS 84 Datum):

The works will be carried out by a flotilla of vessels including one cable-laying barge, two dumb lighters, one flat top barge, one tugboat and one guard boat. The number of vessels engaged in the works will change from time to time to suit operational requirements.

A working area of approximately 150 metres around each barge and lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the barges and the lighters.

The hours of work will be from 0700 to 2300 hours. Vessels employed for the works will stay in the works area outside the hours of work.

Vessels engaged in the works will display signals as prescribed in international and local regulations.

Diving operations will be carried out from time to time.

Vessels navigating in the vicinity should proceed with caution at a slow speed and keep clear of the barges and lighters, bearing in mind that there are divers working in the area.

The working period for reclamation work at Pulau Tekong has been extended. The work is now being carried out from 29 March to 28 September.

Reclamation work involves filling, dredging and construction of revetment, soil investigation and soil improvement work. Soil improvement work entails stabilized dredging, sand piling and deep cement mixing. Dredgers are used for the bund construction within the working area. Safety boat will be in attendance at all times to warn and direct craft in the vicinity to keep clear of working area.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear of the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and navigate with caution;
d) Maintain a listening watch on VHF Channel 21 (Sembawang Control);
and
e) Communicate with Sembawang Control on VHF Channel 21 for assistance, if required.

Working Hours: Daylight hours from 0700 hrs to 1900 hrs.

Please refer to Port Marine Notice 034 of 2018 on the Reclamation Work at Pulau Tekong, valid from 29 March to 28 September. During this period, bulk carriers, self-propelled barges and tugs boats with barges in composite unit carrying bulk sand will be transiting the Kuala Johor to the Pulau Tekong reclamation project area. All vessels shall navigate with caution when in the vicinity of the mooring buoys off Pulau Tekong.
