Construction of Tank Terminal quay walls complete

The quay walls, the jetty and associated works for the currently under construction HES Hartel Tank Terminal were completed on schedule [on] 17 December 2019. The HHTT Consortium… …has handed over the construction site to the Port of Rotterdam Authority…
…The project comprises the construction of a 1,200-metre-long deep-sea quay wall and the connection of the new quay to the existing quay, a quay wall over a length of 1,000 metres for five inland vessels, complete with shore power, and a 350-metre jetty with four berths. Soil and dredging works were also carried out.
…Parallel to the construction works for the quay walls and the jetty, work on the tank terminal has also been in full flow since Q4 2018. It is expected that the HES Hartel Tank Terminal, a storage terminal for oil products and biofuels, will be taken into operation in November 2021. IMO 2020 sulphur limit guidelines

Dubai Maritime City Authority, DP World and Trakhees have issued guidelines to the new IMO sulphur limit for marine fuels coming into force on 1 January 2020.
These guidelines support the consistent implementation of the lower 0.50% limit on sulphur in ships’ fuel oil. They include comprehensive definitions of all the related terms, applicable fuels, compliant fuel availability, exhaust gas cleaning systems, documentation and exemptions.

Tropical Storm 30W (Phanfone)

Tropical storm (TS) 30W (Phanfone), located approximately 717NM east-southeast of Manila, Philippines, has tracked west-northwestward at 18 knots over the past six hours…
…TS 30W will track generally west-northwestward… [and] the marginally favorable environment will support steady intensification until landfall around TAU 30. After landfall, the Philippine Islands will slow the intensification rate until TS 30W moves over the warm waters of the South China Sea [where] initially favorable conditions will allow some more intensification through TAU 72.
After TAU 72, TS 30W will encounter high VWS and relatively cooler, drier air. By TAU 120, the system will weaken to 45 knots…

Reclamation work at Tuas View, off Temasek Fairway

The working period for reclamation work at Tuas View, off Temasek Fairway, has been extended. The work will now be carried out from 24 December 2019 to 14 June 2020.
According to the Maritime and Port Authority of Singapore Port Marine Notice No.132 of 2019, the work will be conducted 24 hours daily – including Sundays & Public Holidays – within the working area bounded by the following co-ordinates (WGS 84 Datum):

The reclamation work involves the installation of caissons, rock mound works, removal of stone shore protection, dredging and underwater blasting at basin, and sand key trench.
Safety boats will be deployed in the vicinity of the working area to warn other craft of the works.
During this period, bulk carriers, self-propelled barges and pusher tugs with barges in composite unit carrying bulk sand will be transiting the Temasek Fairway to the Tuas Finger One reclamation project area. The mooring and unmooring of vessels will be carried out one at a time during daylight hours between 0700hrs to 1800hrs.

Craft involved in the works will exhibit the appropriate local and international day and night signals.
When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear of the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and to navigate with caution;
d) Maintain a listening watch on VHF Channel 22 (Jurong Control);
and
e) Communicate with Jurong Control on VHF Channel 22 for assistance, if required.
