Cancellation of passenger ship reservations

The Director of Transportation is ordered to cancel all passenger ship reservations effective immediately and continuing until April 30, 2020, or as may be extended by the HIEMA Director.

The crew of tugs, barges, cargo vessels (container/bulk/conventional/LPG ships), commercial fishing vessels (whose normal berth is Honolulu Harbor), ship repair workers, and harbor pilots within the meaning of Chapter 462, Hawaii Revised Statutes are declared persons who work for essential business as provided in the Third Supplementary Proclamation issued on March 23, 2020.

All non-Hawaii resident crewmembers, who are assigned to a vessel, shall remain onboard unless given an exception by the HIEMA Director.

Hawaii residents who are returning to their principal place of residence may leave the vessel but must comply with the Governor’s Proclamations and self-quarantine for 14 days.

Harbor Employees performing Government Functions described in Section 25 (Government functions) of the Third Supplementary Proclamation issued on March 23, 2020 are exempted and required to report to work as directed by the Director of Transportation or his designee.

Standard operating procedures for 2019-nCoV

The Pilot shall normally not be assigned to any vessel unless pratique is granted to the vessel. Prior boarding the vessel, the master of the vessel shall reconfirm to the pilot that all persons on board the vessel are healthy (the same to be recorded in PSSLog).

The master shall also ensure that all the stairs through which the pilot is likely to pass are disinfected and sanitized (outside the accommodation).

The pilot shall ensure that all the personnel on the bridge are wearing appropriate PPE.

The Master of the vessel is also required to exercise due diligence to ensure that personnel entering accommodation area of the vessel is kept to the bare minimum and also ensure that the shore personnel are not permitted to remain inside the accommodation area after their work is completed. If the work entails substantial waiting period, the shore personnel shall need to remain outside the accommodation area during the waiting period.

Port still working at full capacity

Despite the Coronavirus crisis, the Port of Gothenburg is open and working at full capacity in all areas. Loading, discharge and maritime services are operating as normal. So far this year, volumes have generally been good although signs of a slowdown at the port have already begun to emerge and will be even more noticeable as we move forward.

According to Elvir Dzanic, Gothenburg Port Authority chief executive, operations at the Port of Gothenburg – where the first critical measures to counteract the effects of the Coronavirus were taken back at the beginning of February – have remained stable…

…a slowdown in volumes has already begun or is anticipated, depending on the segment. The Container Terminal is working at full capacity for all flows, and both feeder traffic and oceangoing traffic will carry on as normal over the Easter period. Export volumes and access to empty containers are being maintained, whilst a delayed Coronavirus effect from China is beginning to filter through on the import side.

The Ro-Ro Terminal and Car Terminal were very busy at the beginning of the year but are now feeling the repercussions of the production stoppage at the Volvo companies. New vehicles, along with components and input goods, are falling in volume both on the import and export side. At the Energy Port, volumes remain high although the refineries are reporting a drop in demand.

The ferry and cruise segments have been hit extremely hard by the travel ban, which has been put into effect worldwide. Stena Line has exceptionally low passenger numbers but is still operating at full capacity on the freight side. The cruise segment was looking forward to its best year ever with a record number of visits and passengers. Visits have been cancelled on an ongoing basis and this is set to continue for some time to come…

Updated quarantine arrangements for non-cruise maritime crew

The Australian Government and all states and territories will implement a consistent and immediate exemption for non-cruise maritime crew to provide for the transiting to and from their places of work, within and across jurisdictions with agreed documentation.

National Cabinet noted that states and territories may adopt additional protocols in consultation with industry that creates protection for crews on board vessels, and will put in place appropriate penalties for companies and individuals that are found to be in breach of the requirements of the exemption which will be reviewed on 1 June 2020.

The Australian Border Force, in consultation with the Commonwealth Department of Health, will continue to manage the safe movement of maritime crew…
