Liquidity in the European government bond market has returned to levels from before the Covid-19 pandemic, but it could be improved further. The biggest barrier to this is the heavy regulation and balance sheet constraints that have been imposed on financial institutions since the financial crisis of 2008. As a result, banks are stuck between trying to serve both regulators and issuers.
