A flag raising ceremony will be held at 0800 hours on 1 October 2018 at the Golden Bauhinia Square outside the Hong Kong Convention and Exhibition Centre (HKCEC) to celebrate the 69th Anniversary of the Founding of the People’s Republic of China. During the ceremony, a sea parade made up of launches of the disciplinary services will proceed from Causeway Bay to HKCEC between 0745 hours and 0805 hours, and display water jets off HKCEC at 0800 hours.
Masters, coxswains and persons-in-charge of all vessels navigating in the vicinity are advised to proceed with caution and give a wide berth to the parade fleet.

Marine Works in the Hung Hom Fairway

With immediate effect and for a period of approximately 3 months, backfilling operations will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22 deg. 17.650’ N / 114 deg. 11.016’ E
(B) 22 deg. 17.208’ N / 114 deg. 11.117’ E
(C) 22 deg. 17.185’ N / 114 deg. 11.003’ E
(D) 22 deg. 17.605’ N / 114 deg. 10.920’ E
To alleviate the impact to marine traffic in the Hung Hom Fairway arising from the marine works, a section of the fairway will be temporarily diverted northwards with boundaries joining the following co-ordinates (WGS 84 Datum) from (E) to (M):
(E) 22 deg. 17.975’ N / 114 deg. 11.456’ E
(F) 22 deg. 17.725’ N / 114 deg. 11.402’ E
(G) 22 deg. 17.650’ N / 114 deg. 11.016’ E
(H) 22 deg. 17.600’ N / 114 deg. 10.909’ E
(I) 22 deg. 17.375’ N / 114 deg. 10.657’ E
(J) 22 deg. 17.283’ N / 114 deg. 10.462’ E

The works will be carried out by a flotilla of vessels including four dumb lighters, one work boat, two tugboats and two guard boats. The number of vessels engaged in the works will change from time to time to suit operational requirements.
A working area of approximately 50 metres around each lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighters.
The works will be carried out round-the-clock. Vessels engaged in the operations will display signals as prescribed in international and local regulations. Vessels navigating in the vicinity are advised to proceed with caution.

2018 National Day fireworks display

A fireworks display will take place in the Central Harbour, in an area off Wan Chai, at 2100 hours on Monday, 1 October 2018.
The fireworks will be discharged from four barges anchored in a straight line at the following positions (WGS 84 Datum):
(a) 22 deg. 17.279’N / 114 deg. 10.061’E
(b) 22 deg. 17.279’N / 114 deg. 10.198’E
(c) 22 deg. 17.279’N / 114 deg. 10.335’E
(d) 22 deg. 17.279’N / 114 deg. 10.472’E
A Closed Area will be established around the barges between 1400 hours and about 2300 hours on the event day with the following details:
(i) The area is formed by four straight lines joining the following positions (WGS 84 Datum):
(1) 22 deg. 17.366’N / 114 deg. 09.960’E
(2) 22 deg. 17.366’N / 114 deg. 10.574’E
(3) 22 deg. 17.192’N / 114 deg. 10.574’E
(4) 22 deg. 17.192’N / 114 deg. 09.960’E
(ii) The Closed Area will be closed to all marine traffic, except craft directly involved in the fireworks display, Government launches and vessels with special permission from the Director of Marine (to be collectively called excepted vessels) during the aforesaid period.
A Restricted Area will be established in the Central Harbour from 2000 hours to about 2215 hours on the event day with the following details:
(i) The Eastern Cordon Line (ECL) of the Restricted Area is a straight line joining the south extremity of MTR Hung Hom Freight Terminal Pier and the breakwater at Kellett Island, Royal Hong Kong Yacht Club. The Western Cordon Line (WCL) of the Restricted Area is a straight line joining the southwest extremity of the Ocean Terminal and the Central Government Pier.
(ii) No vessels, other than the excepted vessels, will be allowed to enter or remain within the Restricted Area.
To minimise head-on encounters of vessels after the fireworks display, the Restricted Area will be lifted in stages by lifting the WCL at about 2200 hours. The ECL will be lifted later depending on the traffic condition in the Central Harbour. It is anticipated that the Restricted Area will be completely lifted at about 2215 hours on the event day. To combat vessels proceeding at excessive speed in the Central Harbour, the Marine Police and Marine Department will deploy laser gun and interception teams on the event day.
Vessels intending to navigate in the Central Harbour after the fireworks display should pay special attention to the establishment of three Buffer Zones at Kowloon Public Pier, Kwun Tong Public Pier, Central Piers 9 and 10 and the associated marine traffic control measures. Details of these measures are given in the Annex to this Notice.
In the event of inclement weather and emergency, the fireworks display may be postponed to the fallback date of Tuesday, 2 October 2018, at 2100 hours, with the same control measures as aforementioned.

Reconstruction Works for Sharp Island Pier

With immediate effect and for a period of approximately 7 months, reconstruction works for Sharp Island Pier will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (F) and the adjacent shoreline:
(A) 22 deg. 22.049’ N / 114 deg. 17.238’ E
(B) 22 deg. 22.042’ N / 114 deg. 17.225’ E
(C) 22 deg. 22.067’ N / 114 deg. 17.189’ E
(D) 22 deg. 22.100’ N / 114 deg. 17.215’ E
(E) 22 deg. 22.070’ N / 114 deg. 17.256’ E
(F) 22 deg. 22.054’ N / 114 deg. 17.266’ E
The works will be carried out by one dumb lighter. One tugboat will provide assistance.
A working area of approximately 15 metres around the lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighter.
Works will be carried out from 0800 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.
Silt curtains, extending from the sea surface to the seabed, will be established within the works area. The silt curtain is a large piece of netting used to contain mud and sediments. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the extent of the silt curtains.
Vessels engaged in the operations will display signals as prescribed in international and local regulations. Vessels navigating in the vicinity are advised to proceed with caution.

Procedure of reporting marine or security incident involving Singapore-registered ships

The Maritime & Port Authority of Singapore has issued a circular advising all Singapore-registered ship owners, managers and shipmasters of the reporting procedures of all marine or security-related incidents involving Singapore-registered ships.
The referenced incidents may include an event, or a sequence of events, which resulted in any of the following occurrences directly in connection with the operations of a ship:
death of, or serious injury to, a person
the loss of a person from a ship
the loss, presumed loss or abandonment of a ship
material damage to a ship
the stranding or disabling of a ship, or the involvement of a ship in a collision
material damage to marine infrastructure external to a ship, that could seriously endanger the safety of the ship, another ship or an individual
severe damage to the environment, or the potential for severe damage to the environment, brought about by the damage of a ship or ships
