Submarine outfall inspection works off Cyberport

For approximately 2 weeks, submarine outfall inspection works will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22° 15.603’ N 114° 07.584’ E
(B) 22° 15.576’ N 114° 07.604’ E
(C) 22° 15.515’ N 114° 07.511’ E
(D) 22° 15.542’ N 114° 07.491’ E
The works will be carried out by one work boat and one survey vessel. One guard boat will provide assistance.
A working area of approximately 25 metres around the work boat will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the work boat.
The hours of work will be from 0800 to 1800 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will not stay in the works area outside the hours of work.
Diving operations will be carried out from time to time during the hours of work.
Vessels engaged in the operations will display signals as prescribed in international and local regulations.
Vessels navigating in the vicinity should proceed with caution and keep clear of the works area at slow speed, bearing in mind there are divers working in the works area.

Installation of floating solar farm west of Senoko fishery port

The working period for the installation of a floating solar farm west of Senoko fishery port has been extended and the working area have been revised.
According to the Maritime and Port Authority of Singapore Port Marine Notice No.005 of 2020, the works will be conducted from 0700 to 1900 hours daily – including Sundays & Public Holidays – from 20 January to 30 June, within the working area bounded by the following co-ordinates (WGS 84 Datum):
1) 01° 27.421’N / 103° 47.072’E
2) 01° 27.564’N / 103° 46.976’E
3) 01° 27.802’N / 103° 47.362’E
4) 01° 27.679’N / 103° 47.443’E
Crane barge will be used to install mooring sinkers on the seabed. Floating support platforms will then be laid and secured to the mooring sinkers. Thereafter the solar panels will be fitted onto the platforms.
A safety boat will be deployed in the vicinity of the working area to warn other vessels of the work.
The working area will be demarcated by yellow colour marker floats. At night, they will flash a yellow light every 5 seconds (FL.Y.5s).
Craft involved in the works will exhibit the appropriate local and international day and night signals.
When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear of the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and to navigate with caution;
d) Maintain a listening watch on VHF Channel 21 (Sembawang Control);
and
e) Communicate with Jurong Control on VHF Channel 21 for assistance, if required.

New rule for air passengers

Oman’s Civil Aviation Authority has advised all airlines operating into the Sultanate that passengers may no longer travel to Oman to stay for a period of less than 8 days.
Airlines must ensure that no travel reservations are made to depart Oman before the mandatory quarantine period (7 days with negative test PCR result on the 8th day) ends.

Updated rules for off- & on-signing crew

Crew members off-signing from a vessel at any Japanese port may only do so if more than 14 days have passed since departing from last port. No shore passes will be issued by Immigration.
If a vessel’s crew has had any close contact with people from shore (such as shore workers coming onboard, crew change carried out, etc) within 14 days and off-signing is required in a Japanese port, quarantine inspection will be applicable upon berthing. All crew onboard will be required to take a PCR test. It takes approximately one day to receive permission for cargo operation.
Arrival on-signers who have visited the UK and/or South Africa in 14 days prior to arrival at the airport will be isolated for three days. There are no exceptions to this rule.
If the next port is China, on-signers must take a PCR test at a facility authorised by the Chinese government, otherwise the vessel will be refused entry to China ports.
All on-signers to vessels due to call at a Korean port must take a PCR test 72 hours before joining onboard. Failure to do so will result in the Korean port authorities impose a penalty when calling Korea.

Quarantine requirements tightened

Due to an increase in COVID-19 cases in Dalian, quarantine requirements have been tightened up.
The Dalian Quarantine Office has started performing COVID-19 tests for crew on vessels which have made a crew call at its last port of call or high-risk area, even if more than 14 days have passed prior to arrival in China.
At Dalian, the waiting period to commence cargo operation may be up to 24 hours, or until the test results are provided (usually about 10-12 hours).
Authorities in all Chinese ports are exercising their diligence to decide if they need to conduct a COVID test for all crew or not, based on their internal risk assessment system.

Cyclone Eloise: Vessels to vacate berths & anchorage

Vessels alongside berths and at anchorage at Beira have been ordered to vacate by 1500 hours local time today (21 January) and proceed to a safe position due to Cyclone Eloise, which is expected to hit the Mozambique channel at around 1200 hours local time tomorrow, 22 January.
