Safety Zone for Marcus Hook Anchorage

To mitigate the risks associated with underwater impulsive sound testing, the Captain of the Port has established a temporary safety zone in the upper end of Marcus Hook Anchorage from March 10, 2015 through May 12, 2015.
This zone is defined as being north of a line from Marcus Hook Anchorage buoy “C” to Marcus Hook Range buoy “9M” encompassing the total upper end of the anchorage. Entry into, transiting or anchoring within the zone is prohibited unless authorized by the Captain of the Port or her on-scene representative.
The Philadelphia Regional Port Authority (PRPA), in cooperation with the U.S. Army Corps of Engineers (USACE), Philadelphia District, will conduct tests to determine the feasibility of using loud impulsive sound to behaviorally exclude two species of endangered sturgeon from the areas where blasting will be performed for the Delaware River Main Channel Deepening Project starting in December 2015. These tests will be conducted in the upper portion of the Marcus Hook Anchorage, where sturgeon are known to commonly occur, and as far north within the anchorage as possible to minimize potential impacts to commercial vessel traffic. The tests will require anchoring a barge with the sound-producing equipment (using spuds) on the edge of, but not within, the anchorage. The barge, 40′ wide by 100′ long, will be equipped with anchor lighting meeting U.S. Coast Guard requirements. Nine acoustic telemetry receivers will be deployed within the test area. The telemetry receivers will be deployed on bottom-set moorings with no surface marker floats or buoys. To reduce the possibility of vessel interference with the tests, and to prevent damage to, or displacement of, the telemetry receivers a safety zone is necessary.

Temporary reduction in number of JIT Transit Slots

The Panama Canal has experienced an unusual increase in the number of vessels awaiting transit during the past few weeks. Several measures have been implemented to reduce the bcklod, such as the suspension of all maintenance work and the addition of locks personnel.
In order to increase scheduling flexibility, effectively immediately and until further notice, the number of JIT [Just In Time] transit slots for “supers” (vessels 91′ beam and over) will be reduced to one per direction. Vessels that have previously been confirmed a JIT transit slot will be honored.
The Canal is closely monitoring the current situation and will implement further measures as deemed necessary to reduce the backlog.
