With immediate effect and for a period of approximately 22 months, marine works involving reclamation, tunnel construction and seawall construction will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS84 Datum) from (A) to (H) and the adjacent shoreline:
(A) 22 deg. 21.969’N / 113 deg. 56.930’E
(B) 22 deg. 21.866’N / 113 deg. 56.995’E
(C) 22 deg. 21.477’N / 113 deg. 57.240’E
(D) 22 deg. 21.302’N / 113 deg. 57.196’E
(E) 22 deg. 21.309’N / 113 deg. 57.117’E
(F) 22 deg. 21.400’N / 113 deg. 57.054’E
(G) 22 deg. 21.618’N / 113 deg. 56.904’E
(H) 22 deg. 21.632’N / 113 deg. 56.867’EYellow marker buoys fitted with yellow flashing lights and radar reflectors are laid to mark the boundary of the works area at co-ordinates from (B) to (F).The works will be carried out by a flotilla of vessels including flat top barges, crane barges, hopper barges, dumb steel lighters and landing platforms at various stages.  Some tugs and work boats will provide assistance.  The number of vessels engaged in the works will change from time to time to suit operational requirements.

A working area of approximately 50 metres around each working vessel will be established.  Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the working vessel.

The hours of work will be round-the-clock.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution.

Reclamation work extended

The working period and working area for reclamation work off Temasek Fairway, west of Jurong Island, have been extended.According to the Maritime and Port Authority of Singapore Port Marine Notice No.125 of 2015, the work is now underway and will be carried out 24 hours daily – including Sundays & Public Holidays – until 13 April 2016 within a working area bounded by the following co-ordinates (WGS 84 Datum):AREA A

The work will include reclamation, soil investigation and dredging.

Dredging work will be carried out by grab dredgers. Each grab dredger will be held by 3 spuds as anchors.

The dredgers, with hopper barges in attendance, will have a circular safety working zone of 50-metre radius centred at the dredgers.

Dredged materials will be transported to the designated dumping ground by hopper barges.

During operation, the dredgers will be attended by tug boats which will be used to shift the dredger.

Soil investigation work will be carried out by means of borehole drilling using jack-up barges. One jack-up barge will be working on only one borehole at a time.

The jack-up barge, with tug boats in attendance, will have a circular safety working zone of 30 meters radius centered at the barge. Tugboats will be used for shifting the barge from one borehole location to another.

A safety boat will be deployed in the vicinity of the working area to warn other craft of the project.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear and not to enter the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and navigate with caution;
d) Maintain a listening watch on VHF Channel 22 (Jurong Control);
and
e) Communicate with Jurong Control on VHF Channel 22 for assistance, if required.

Construction of wharf

From 14 October 2015 to 13 April 2016, work is being carried out to construct a wharf off PH Hydraulics in Southern Tuas Basin.According to the Maritime and Port Authority of Singapore Port Marine Notice No.127 of 2015, the work is being conducted 24 hours daily – including Sundays & Public Holidays – within the working area bounded by the following co-ordinates (WGS 84 Datum):
1) 01 deg. 18.628’N / 103 deg. 39.312’E
2) 01 deg. 18.617’N / 103 deg. 39.324’E
3) 01 deg. 18.585’N / 103 deg. 39.295’E
4) 01 deg. 18.596’N / 103 deg. 39.283’EThe construction of the wharf will involve piling work and concreting work.

A safety boat will be deployed in the vicinity of the working area to warn other craft of the project work.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear and not to enter the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and navigate with caution;
d) Maintain a listening watch on VHF Channel 22 (Jurong Control);
and

Soil investigation work west of Tuas View

From 14 October 2015 to 13 January 2016, soil investigation work is being carried out west of Tuas Basin, Johor Strait.According to the Maritime and Port Authority of Singapore Port Marine Notice No.128 of 2015, the work is being conducted 24 hours daily -including Sundays – within the working area bounded by the following co-ordinates (WGS 84 Datum):
1) 1 deg. 18.489’N / 103 deg. 37.370’E
2) 1 deg. 18.535’N / 103 deg. 37.151’E
3) 1 deg. 19.146’N / 103 deg. 37.213’E
4) 1 deg. 20.457’N / 103 deg. 38.015’E
5) 1 deg. 20.432’N / 103 deg. 38.079’E

The soil investigation work will be carried out by means of borehole drilling using jack-up barges. The jack-up barges, with tug boats in attendance, will have a circular safety working zone of 30 meters radius  centred at the barges.

Tugboats will be used for shifting the barges from one borehole location to another. The shifting of the barges will be carried out during daylight hours only.

A safety boat will be deployed in the vicinity of the working area to warn

other craft of the project work.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear and not to enter the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and navigate with caution;
d) Maintain a listening watch on VHF Channel 22 (Jurong Control);
and
e) Communicate with Jurong Control on VHF Channel 22 for assistance, if required.

Navigation restrictions for Tacony Palmyra Bridge

Due to structural repairs underway to the bascule span of the Tacony Palmyra Bridge, operation of the draw span is restricted until 2100 hours on 31 October 31.Bridge openings will require 12 hours advance notice from mariners.Scaffolding is suspended beneath the bridge resulting in a 4-foot reduction in vertical clearance with the bridge in the closed position. Due to the scaffolding, there is an 8-foot reduction in horizontal clearance when the bridge is in the open position. Scaffolding is secured at night resulting in no reduction of vertical or horizontal clearances.

The bridge’s normal vertical clearance in the closed position is 50 feet at mean high water. Vessels able to pass through the bridge in the closed position may do so at any time.

Capsize and sinking of towing vessel

The towing vessel DUKE has capsized and sunk on the PA side of Marcus Hook Range, just outside of the channel in approximately 30′ of water.According to the Coast Guard’s Broadcast Notice to Mariners, the vessel sunk outside channel on the Pennsylvania side of Marcus Hook Range. The towing vessel is located at position 39-48’34.3286″N/075-24’39.8954″W in approximately 30 feet of water. Mariners are urged to use extreme caution when transiting the area.Further, the current Safety Zone remains in effect requiring traffic to make passing arrangements with the Dredge ESSEX. Vessels should be following the alternative traffic pattern that it put in place from September through December, annually, to accommodate the dredge work.

Changes to shipping-related expenses

Channel closure due to fog
