| With immediate effect and for a period of approximately 22 months, marine works involving reclamation, tunnel construction and seawall construction will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS84 Datum) from (A) to (H) and the adjacent shoreline: (A) 22 deg. 21.969’N / 113 deg. 56.930’E (B) 22 deg. 21.866’N / 113 deg. 56.995’E (C) 22 deg. 21.477’N / 113 deg. 57.240’E (D) 22 deg. 21.302’N / 113 deg. 57.196’E (E) 22 deg. 21.309’N / 113 deg. 57.117’E (F) 22 deg. 21.400’N / 113 deg. 57.054’E (G) 22 deg. 21.618’N / 113 deg. 56.904’E (H) 22 deg. 21.632’N / 113 deg. 56.867’EYellow marker buoys fitted with yellow flashing lights and radar reflectors are laid to mark the boundary of the works area at co-ordinates from (B) to (F).The works will be carried out by a flotilla of vessels including flat top barges, crane barges, hopper barges, dumb steel lighters and landing platforms at various stages. Some tugs and work boats will provide assistance. The number of vessels engaged in the works will change from time to time to suit operational requirements. A working area of approximately 50 metres around each working vessel will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the working vessel. The hours of work will be round-the-clock. Vessels engaged in the operations will display signals as prescribed in international and local regulations. Vessels navigating in the vicinity should proceed with caution. Dredging work will be carried out by grab dredgers. Each grab dredger will be held by 3 spuds as anchors. The dredgers, with hopper barges in attendance, will have a circular safety working zone of 50-metre radius centred at the dredgers. Dredged materials will be transported to the designated dumping ground by hopper barges. During operation, the dredgers will be attended by tug boats which will be used to shift the dredger. Soil investigation work will be carried out by means of borehole drilling using jack-up barges. One jack-up barge will be working on only one borehole at a time. The jack-up barge, with tug boats in attendance, will have a circular safety working zone of 30 meters radius centered at the barge. Tugboats will be used for shifting the barge from one borehole location to another. A safety boat will be deployed in the vicinity of the working area to warn other craft of the project. | Due to structural repairs underway to the bascule span of the Tacony Palmyra Bridge, operation of the draw span is restricted until 2100 hours on 31 October 31.Bridge openings will require 12 hours advance notice from mariners.Scaffolding is suspended beneath the bridge resulting in a 4-foot reduction in vertical clearance with the bridge in the closed position. Due to the scaffolding, there is an 8-foot reduction in horizontal clearance when the bridge is in the open position. Scaffolding is secured at night resulting in no reduction of vertical or horizontal clearances.

| The towing vessel DUKE has capsized and sunk on the PA side of Marcus Hook Range, just outside of the channel in approximately 30′ of water.According to the Coast Guard’s Broadcast Notice to Mariners, the vessel sunk outside channel on the Pennsylvania side of Marcus Hook Range.
