Lock repairs completed

The Kiel Canal Authorities have announced that following the completion of repairs at Brunsbuttel Locks, the New Big North Lock Chamber returns to operation at 12:00 today (30 April).

During the forthcoming weekend both big lock chambers and both small lock
chambers will be in service.

Meanwhile, since 07:00 on Monday (29 April), the New Big South Lock Chamber has been taken out of service for final repairs for a period of about 12 weeks. During this period the New Big North Lock Chamber and both small lock chambers will remain in service.

Some delays may be possible, depending on traffic.

Local holiday in Krasnodar region

13 May is an official holiday in the Krasnodar region, affecting Novorossiysk, Taman, Tuapse and other Russian Black Sea ports.

As a result, and in addition to previously advised upcoming public holidays, these orts will be subject to public holidays on 1-5 May inclusive and 9-13 May inclusive.

Berth draft enhancements – June 2013

The draft at the following berths are hereby temporarily enhanced as follows for the month of June 2013 considering prevailing weather and tidal conditions:

1. Berth: SQ
– From 0000 hours on 1 June to 2400 hours on 22 June: Permissible Draft 13.00 metres
– From 0000 hours on 27 June to 2400 hours on 30 June: Permissible Draft 13.00 metres

2. Berth: EQ-I
– From 0000 hours on 1 June to 2400 hours on 22 June: Permissible Draft 11.50 metres
– From 0000 hours on 27 June to 2400 hours on 30 June: Permissible Draft 11.50 metres

3. Berth: EQ-II
– From 0000 hours on 1 June to 2400 hours on 22 June: Permissible Draft 12.00 metres
– From 0000 hours on 27 June to 2400 hours on 30 June: Permissible Draft 12.00 metres

4. Berth: EQ-III
– From 0000 hours on 1 June to 2400 hours on 22 June: Permissible Draft 12.50 metres
– From 0000 hours on 27 June to 2400 hours on 30 June: Permissible Draft 12.50 metres

5. Berth: CQ-II
– From 0000 hours on 1 June to 2400 hours on 22 June: Permissible Draft 13.00 metres

The above notice is purely temporary and can be withdrawn at any time
without prior information due to sudden change in weather condition.

Underwater drilling and blasting

Underwater drilling and blasting works will be carried out at Pasir Panjang Terminal, Phases 3 & 4, from 5 to 17 May.

According to the Maritime and Port Authority of Singapore’s Port Marine Notice No.55 of 2013, the works will be conducted within the working area bounded by the following co-ordinates (WGS 84 Datum):

Drilling and Blasting Working Area Sector J
1) 01° 16.346’N / 103° 46.579’E
2) 01° 16.242’N / 103° 46.754’E
3) 01° 16.055’N / 103° 46.643’E
4) 01° 16.159’N / 103° 46.469’E

Drilling will be carried out 24hrs daily, including Sundays. Only one blasting work will be carried out at any one time within the working area.

Blasting will not be carried out on Sundays. The schedule for blasting will be carried out as follows:
1. 0800hrs – 0900hrs
2. 1200hrs – 1400hrs
3. 1630hrs – 1830hrs

Underwater drilling and blasting works will be carried out by work barge “Orion 84” which will be held in position by 4-point anchors.

The following safety procedures and warning signals will be adopted for each blasting operation:
(a) All personnel will be evacuated from the danger zone prior to the blasting operations;
(b) Armed Protection Officers (APOs) in craft / safety boats will cordon off the working area 30 minutes before the blasting operations;
(c) “Pasir Panjang Control” will issue navigational warning on VHF Ch 25;
(d) Two (2) prolong blasts on the whistle will be sounded 15 minutes before the blasting, to ensure all divers and ships stay clear from the blasting area;
(e) Red flags and warning signs “Blasting in progress” will be erected to warn mariners 5 minutes prior to the blasting operations;
(f) Three (3) short blasts on the whistle will be sounded 5 minutes before the commencement of the blasting operations;
(g) At the point of blasting, four (4) short blasts will be sounded onthe whistle with blasting initiated on the 4th short blast; and
(h) One (1) prolonged blast will be sounded on the whistle after the completion of each blasting operation and red flag lowered.

Craft involved in the works will exhibit the appropriate local and international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
(a) keep well clear and not to enter the working area;
(b) maintain a proper lookout;
(c) proceed at a safe speed and navigate with caution;
(d) comply with the instructions from Pasir Panjang Control and the APO craft at the scene;
(e) cease all underwater diving activities within a radius of 144 metres from the perimeter of the working area during the periods of blasting;
(f) maintain a listening watch on VHF Channel 25;
and
(g) communicate with Pasir Panjang Control on VHF Channel 25 for assistance, if required.
