Vessels urged to look-out for fire-destroyed vessel crew
On 26 June 2013, the owners of the fishing vessel Chun Ying reported their
ship has been destroyed by fire. The vessel was last reported at 01-13N
055-24E, approximately 720 NM east of Mogadishu, Somalia and approximately
320 NM north of the Seychelles. The vessels’ two life rafts were reported
missing.
The fate of the 28 crew members and 3 maritime security guards are unknown
at this time but may have abandoned the vessel in the two life rafts.
All flagged operators with ships in the affected area are requested to
forward this advisory to their ships by the most expeditious means and to
be on the look-out for the destroyed vessel and the two life rafts.
All vessels are hereby advised to transit with caution.

Green Ship Incentive Program expanded
The Port of Long Beach has expanded its Green Ship Incentive Program to
make even more vessels calling at the port eligible from 1 July.
The program gives shipping lines ways to earn financial incentives and
receive public accolades for their environmental achievements and is
helping the port improve air quality and meet Southern California’s strict
air quality standards.
The goal is that by 2023, 50% of all ship calls at the Port of Long Beach
will be from Tier 2 vessels and 40% from Tier 3, reducing nitrogen oxide
emissions from ships by 2, 700 tons a year.
To participate, vessel operators simply have to register online at
www.polb.com/greenship (or by email at greenship@polb.com) to be eligible
to receive $2, 500 for each call by a Tier 2 vessel, and $6, 000 for each
call by a Tier 3 vessel (available beginning in 2016). Vessels will be
considered Tier 2 if they have a keel-laid of 2011 or later, or if the
engine certificates demonstrate the ship meets Tier 2 emission levels.
By including ships with valid engine certificates — a new feature beginning
on 1 July — the port has greatly expanded the number of eligible vessels.

Shipping operations to resume as weather improves

Port Kembla’s Harbour Master has advised that shipping operations are
expected to recommence after midday today (26 June), subject to conditions
continuing to slowly improve.
The shipping program has been risk assessed and ships will be piloted based
upon their individual risk profile. The program may change depending on how
the weather unfolds and VTIC will keep relevant parties informed.
The anchorage remains unavailable to ships until further notice.

The Panama Canal has confirmed Miraflores locks centerwall culvert outage
during 8-19 July. The Estimated Transit Capacity for this period will be
reduced to 30-32.
