Missing skiff off the coast of Hadibo Socotra

This Maritime Advisory provides amplifying information regarding a report
of a missing Yemeni skiff off the coast of Hadibo Socotra.

The skiff’s last known position was reported approximately at 1850 local
17Sep2013 position: 12 42’N / 054 11’E as per local fisherman.

Limited information is known, dhow name Unk, registration no. Unk, white
fiberglass hull, length 3-4 meters, no superstructure and no engine, five
Yemeni crew, cargo Unk, LPOC: Hadibo, Socotra, NPOC: Hadibo, Socotra.

No floating debris reported.

All flagged operators with ships in the area report to the following point

Naval firing practice on 25 September 2013

The Indian Navy have given notice for conducting a firing practice to be
carried out from 0930 hrs to 1300 hrs on 25 September 2013.

There will be no shipping movements outward bound from 0700 hrs to 1300 hrs
on 25 September 2013 and no inward bound vessels before 1300 hrs on 25
September 2013. All anchorage berths south of the middle ground will have
to be positively vacated before the commencement of the firing practice.

All vessels will be allowed an inner anchorage berger from 23 September
2013. The process of evacuating the harbour will commence from the evening
of 23 September 2013. The first vessels which will be required to vacate
harbour will be those vessels which have been staying at the anchorage for
prolonged period of timeand have no immediate employment. The only vessels
which will be allowed to remain thereafter will be those vessels which have
immediate requirement. In any case, only those vessels which are undergoing
steam discharge operations in the inner harbour and expected to complete on
or by p.m. of 24 September 2013 will be allowed to remain at the anchorage.
Even those vessels will have to vacate the inner harbour by 0600 hrs on 25
September 2013.

Agents of vessels which are currently under arrest have to make all out
efforts to have whatever disputes there are settled at the earliest, so
that the vessels are able to vacate the harbour as soon as possible.

Repairs & restoration to Benoi Basin drain outfalls

Repair and restoration work will be carried out on the existing drain
outfalls at Benoi Basin from 20 September to 20 November.

According to the Maritime and Port Authority of Singapore Port Marine
Notice No.122 of 2013 dated 18 September 2013, the works will be conducted
between 0800 and 1800 hours daily –  including Sundays & Public Holidays –
within the working area bounded by the following coordinates (WGS 84
Datum):
1) 01 deg. 18.595’N / 103 deg. 40.905’E
2) 01 deg. 18.571’N / 103 deg. 40.913’E
3) 01 deg. 18.562’N / 103 deg. 40.886’E
4) 01 deg. 18.587’N / 103 deg. 40.874’E

The repair and restoration works will entail sorting, leveling and pitching
of existing drain outfalls.

The works will be carried out by excavators and the materials for the
restoration works will be provided by the work barges.

Craft involved in the works will exhibit the appropriate local and
international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) keep well clear and not to enter the working area;
b) maintain a proper lookout;
c) proceed at a safe speed and navigate with caution;
d) maintain a listening watch on VHF Channel 22 (Jurong Control);
and
e) communicate with Jurong Control on VHF Channel 22 for assistance, if
required.

Vessel stranded at port

A bulk carrier vessel has been stranded at  Guanabara Bay in the port of
Rio de Janeiro for around one week.

Agents from Transpetro and  the Institute of Environment have surrounded
the vessel with an oil barrier to avoid oil spill.
