ILO work stoppage: Update (18 October)

Arbitration is scheduled today (18 October) to seek a solution to the
continuing work stoppage at the port of Baltimore.

Members of the International Longshoremen’s Association (ILO) 333 went on
strike on Wednesday (16 October) after voting down a proposed local
contract with the Steamship Trade Association of Baltimore. The port’s
other ILA locals refused to cross the picket lines.

The strike is limited to Baltimore’s public docks, and has not affected
non-ILA bulk operations. Other East and Gulf coast ports where ILA workers
are employed are continuing normal operations.

The local contract in Baltimore is a supplementary agreement to the
six-year coastwide master contract that the ILA negotiated last spring with
United States Maritime Alliance, the employers’ coastwide umbrella
organization.

Baltimore was one of several ports where local negotiations continued after
the master contract was settled. ILA members at Virginia ratified their
local contract on Aug. 30 after voting down two previous proposals.

The ILA’s master contract covers container and roll-on, roll-off wages, as
well as medical benefits, container royalties and other coastwide issues.
Local contracts cover work rules, pensions and other port-specific issues.

Construction of Changi East Finger Extension

The working period for construction of the Changi East Finger Extension has
been extended. The work will now be carried out from 25 October 2013 to 24
April 2014.

According to the Maritime and Port Authority of Singapore Port Marine
Notice No. 143 of 2013, the works will be conducted 24 hours daily –
including Sundays & public holidays – within the area bounded by the
following co-ordinates (WGS 84 Datum):
A) 01 deg. 21.464’N / 104 deg. 02.520’E
B) 01 deg. 21.226’N / 104 deg. 02.827’E
C) 01 deg. 20.843’N / 104 deg. 02.821’E
(CEF-03 / Yellow Pillar / Fl.Y.4S)
D) 01 deg. 20.707’N / 104 deg. 02.626’E

The work will entail sand filling, installation of prefabricated vertical
drain, vibro-flotation, stone revetment, scouring protection, construction
and removal of instrumentation clusters. Installation and removal of silt
barricades will be carried out by the work barges.

Soil investigation works will be carried out by the jack-up barge within
the working area.

These craft will exhibit the appropriate local and international day and
night signals.

When in the vicinity of the working area, mariners are reminded to:
(a) keep well clear and not to enter the working area;
(b) maintain a proper lookout;
(c) proceed at a safe speed & navigate with caution;
(d) maintain a listening watch on VHF Channel 21 (Sembawang Control);
and
(e) communicate with Sembawang Control on VHF Channel 21 for assistance, if
required.

Submarine cable repairs off Jurong Island

The working area for submarine cable repairs off Jurong Island, Selat
Sinki, has been revised and working period has been extended.

According to the Maritime and Port Authority of Singapore Port Marine
Notice No.144 of 2013, the works will be conducted 24 hours daily –
including Sundays and Public Holidays – from 26 October 2013 to 30 April
2014 November, within the working area bounded by the following
co-ordinates (WGS 84 Datum):

The repair work will entail the cutting, capping and sealing of the damaged
submarine power cable. The work barge “Masakuni” will have a circular
safety work zone of 60 meters radius centered at the barge. Divers will be
deployed for the recovery of the submarine power cable.

A safety boat will be deployed in the vicinity of the working area to warn
other craft of the project work.

Craft involved in the works will exhibit the appropriate local and
international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
(a) keep well clear and not to enter the safety zone of the barge;
(b) maintain a proper lookout;
(c) proceed at a safe speed;
(d) maintain a listening watch on VHF Channel 68;
and
(e) communicate with West Control on VHF Channel 68 for assistance, if
required.

Brazil Daylight Saving to come into effect

Daylight Saving will come into effect in Brazil from 00:00 hours on Sunday
(20 October) until 00:00 hours on 16 February 2014.

Clocks will be advanced in one hour, turning our local time GMT minus two
(-2) during this period.

Daylight saving time will be in effect for the following Brazilian States:
