Repair & restoration to seawall at Sungei Sembawang

From 1 December 2013 to 15 January 2014, repair and restorations works will
be carried out to the existing seawall at Sungei Sembawang.

According to the Maritime and Port Authority of Singapore Port Marine
Notice No. 155 of 2013 dated 26 November 2013, the works will be conducted
24 hours daily – including Sundays & Public Holidays – at the entrance of
Sungei Sembawang, within the working area bounded by the following
co-ordinates (WGS 84 Datum):
1) 01 deg. 28.198’N / 103 deg. 48.276’E
2) 01 deg. 28.216’N / 103 deg. 48.327’E
3) 01 deg. 28.195’N / 103 deg. 48.333’E
4) 01 deg. 28.178’N / 103 deg. 48.282’E

The repair and restoration works will entail sorting, leveling and pitching
of existing rock bund. The works will be carried out by excavators and the
materials for the restoration works will be provided by the work barges.

A safety boat will be deployed in the vicinity of the working area to warn
other craft to keep clear of the operations.

Craft involved in the works will exhibit the appropriate local and
international day and night signals.

When in the vicinity of the working area, mariners are reminded to:
a) keep well clear and not to enter the working area;
b) maintain a proper lookout;
c) proceed at a safe speed and navigate with caution;
d) maintain a listening watch on VHF Channel 21 (Sembawang Control);
and
e) communicate with Sembawang Control on VHF Channel 21 for assistance, if
required.

Annual Administrative Fee Scheme

Commencing from January 2014, owners of Singapore-registered ships have the
option to pay a flat fee of S$600 per ship (inclusive of GST) for each
calendar year (January to December) for applicable registration and
crewing-related services provided by MPA. This new payment scheme applies
to existing tonnage in the Singapore Registry of Ships as well as new
tonnage registered.

For owners that enrol their ships in the scheme after January of each year,
the scheme allows for pro-ration of the fee according to the remaining
months in the calendar year, including the month in which the enrolment
commences. For example, if a ship enrols into the scheme in July, a
pro-rated fee of S$300 (inclusive of GST) is payable to MPA for the 6
months period (July to December). Any charges incurred prior to the date of
enrolment will remain payable to MPA and are non-refundable.

This alternative payment scheme will bring about greater administrative
convenience to our owners as they only need to pay an annual flat fee
instead of making payments per transaction.

APPLICATION
Interested owners or its appointed ship managers/ agents are required to
make an application to MPA by completing the application form. The list of
applicable services can also be found in the form. Please submit the duly
completed application form via email: marine@mpa.gov.sg to our office.

BILLING ARRANGEMENT
Upon successful application, the applicable flat fee payable will be
deducted from the owner or ship manager/ agent’s account. All ships
enrolled into the scheme will not be issued with invoices for every
transaction related to registration and crewing-related services covered
under this scheme.

RENEWAL
Owners will receive a notification from MPA in November each year to renew
their ships’ enrolment in the scheme. To withdraw from the scheme, owners
or its appointed ship managers/ agents will need to notify MPA by December
via email: marine@mpa.gov.sg. Otherwise, a 1-year renewal will be
automatically processed.

Dolphin Survey off airport

For approximately 13 months, a dolphin survey will be carried out in the
area bounded by straight lines joining the following co-ordinates (WGS 84
Datum) from (A) to (H):
(A) 22 deg. 20.933’N / 113 deg. 56.033’E
(B) 22 deg. 19.600’N / 113 deg. 56.533’E
(C) 22 deg. 18.550’N / 113 deg. 53.283’E
(D) 22 deg. 17.500’N / 113 deg. 53.683’E
(E) 22 deg. 17.133’N / 113 deg. 52.500’E
(F) 22 deg. 18.183’N / 113 deg. 52.117’E
(G) 22 deg. 18.300’N / 113 deg. 52.500’E
(H) 22 deg. 19.633’N / 113 deg. 52.017’E

The survey works will be carried out by a work boat about once a week. The
work boat may need to anchor during the survey works.

The hours of work will be from 0830 to 1700 hours. The vessel employed for
the works will not stay in the works area outside the hours of work.

Vessel engaged in the operations will display signals as prescribed in
international and local regulations.

Vessels navigating in the vicinity should proceed with caution.
