As per the Primorsk Harbour Master’s Order No.12-04-p, with effect from 10
February 2014, all ships calling at Primorsk must have ice class minimum 1C
(Rus Register LU2) or higher.

Pilot operations resuming
Pilot operations are resuming this morning (30 January) after yesterday’s
shut-down in New Orleans and the Mississippi River due to freezing
conditions.
NOBRA pilots started operating at 0700 this morning, whilst Crescent Pilots
are taking orders beginning at 0900 for operations beginning at noon. Both
BAR and Federal pilots
are operating.

Extension of Cape Cod Canal closure
Marine Safety Information Bulletin 01-14, published on January 14, 2014,
announced that the Cape Cod Canal would be closed to mariners daily between
7am and 5pm through January 31, 2014, to permit maintenance work on the
vertical life (railroad) bridge across the canal.
Due to unavoidable delays, the Cape Cod Canal will remain closed daily from
7am to 5pm through Friday, February 7, 2014, though the Canal may be open
on Saturday, February 1 and/or Sunday, February 2 if repair operations
permit.

contact Canal Marine Traffic Control on VHF channels 13, 14, or 16, or by
telephone at 508-759-4431 ext. 500.

Permissible drafts increased at Berths 10, 11, 14 & 15
The maximum permissible draft of Berths No.10, 11 & 15 [at New Mangalore]
is increased to 14 metres, with any positive height of tide, and Berth
No.14 is increased to 14 metres with 1 metre height of tide due to
improvement of water depth at berth face by continuous dredging, with
immediate effect.

Temporary Wind Monitoring Station
A temporary wind monitoring station which has been established off Basalt
Island [Sai Kung] for collecting wind data will continue to operate for a
period of approximately 3 years.
The station is a large offshore platform. The particulars of the station
and its aids to navigation are as follows:-
The Station Position (WGS 84 Datum): 22º 17.990’N / 114º 25.463’E
Elevation of the main platform: 15 metres above mean sea level
Supporting Trunk: Yellow
Meteorological Mast: Orange and white stripes
Aids to Navigation of the Station Light: Mo (U) 15s
Foghorn: Mo (U) 30s
Radar Reflector: Fitted
Automatic Identification System: Fitted
Vessels navigating in the vicinity should proceed with caution and give a
wide berth.

Cyclone approaching North Queensland coast
Some ports in North Queensland are closed or restricting operations in
light of a tropical low off the coast which may develop into a Category 1
cyclone.
The weather system is expected to cross the coast south of Townsville
during tomorrow (Friday 31 January).
TOWNSVILLE: Shipping suspended
ABBOT POINT: Shipping suspended
MACKAY: Port closed
HAY POINT (including DALRYMPLE BAY COAL TERMINAL): Port closed
GLADSTONE: Port remains open/conditions being monitored (Severe Weather
Warning current)
BUNDABERG: Port remains open
According to the Tropical Cyclone Forecast Track Map issued by BOM at
07:49hrs this morning the low is predicted to cross the coast north of Ayr
at approximately 04:00hrs on 31 January, which would coincide with the low
tide of .38m. Should this occur the threat of storm surge is greatly
reduced.
TROPICAL CYCLONE ADVICE No.13 issued at 7:47 am EST on Thursday 30 January
2014 states:

A Cyclone WARNING remains current for coastal and island communities from
Cardwell to St Lawrence.
At 7:00 am EST a Tropical Low was estimated to be 280 km northeast of
Townsville and 325 km north of Proserpine and moving west southwest at 16
km per hour towards the coast.
The tropical low is expected to move in a general southwest direction and
develop before crossing the Queensland coast between Lucinda and Proserpine
on Friday morning.
The low and a strong ridge of high pressure further south are combining to
generate GALES at times along much of the east coast between Cardwell and
St Lawrence. Winds are expected to increase further between Lucinda and St
Lawrence, and particularly about the Central Coast and Whitsundays
district, during today with DAMAGING WIND GUSTS to 120 km per hour
possible.
Heavy rain, which may lead to flash flooding, is expected to develop about
coastal and adjacent inland areas of the North Tropical Coast and
Tablelands, Herbert and Lower Burdekin and the Central Coast and
Whitsundays districts during today.
Coastal residents between Lucinda and Mackay, including Townsville are
specifically warned of the dangerous storm tide, particularly on the high
tide today and on Friday. The sea is likely to rise steadily up to a level
well above the normal tide, with damaging waves and flooding of some
low-lying areas close to the shoreline. People living in areas likely to be
affected by this flooding should take measures to protect their property as
much as possible and be prepared to follow instructions regarding
evacuation of the area if advised to do so by the authorities.
A storm tide is expected between Cardwell and Lucinda and also between
Mackay and St Lawrence, particularly on the high tide on Thursday and
Friday. Large waves may produce minor flooding along the foreshore.
