On 26 May 2015, an updated NOAD [Notices of Arrival and Departure] schema, versioned 3.5, will be released which will reflect recently released changes to 33 CFR 160 and improvements to vessel/crew longshoreman data reporting.

When NOAD Schema 3.5 is released on 26 May 2015, NOAD Schema 3.3 and older versions will no longer be supported. As more details regarding the specifics of the schema changes become available they will be made available via the NVMC Web Site and additional communication channels.

Please note that while every effort is being made to ensure all information is accurate as of this posting, there exists the possibility for additional changes as needed or at the direction of the program office. Any such changes or additions will be made available as soon as they are provided to or identified by the NOAD team.

Marine Site Investigation off Airport

For approximately 3 months, marine site investigation works involving drilling of boreholes will be carried out [off Hong Kong International Airport] in the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:

(A) 22 deg. 18.629’N / 113 deg. 53.565’E

(B) 22 deg. 19.600’N / 113 deg. 53.210’E

(C) 22 deg. 19.770’N / 113 deg. 53.750’E

(D) 22 deg. 18.823’N / 113 deg. 54.106’E

The works will be carried out by one jack-up platform. One flat top barge, one derrick barge, some tugs and work boats will provide assistance. The number of vessels engaged in the works will change from time to time to suit operational requirements.

A working area of approximately 25 meters will be established around the jack-up platform. Yellow flashing lights will be installed at the four corners of the platform to indicate the position of the platform.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

The hours of work will be around the clock.

Vessels navigating in the vicinity should proceed with caution.

Yacht Race between Hong Kong and Pedro Blanco

A yacht race between Hong Kong and Pedro Blanco in the Mainland will take place on 28 February 2015 (Saturday). About 15 yachts are expected to participate in the race.

The race will start in the vicinity of Steep Island, Sai Kung at 1100 hours on 28 February 2015 (Saturday), and follow an easterly route to Pedro Blanco, the Mainland.

The race will finish at Tathong Channel Separation No.1 Buoy (TCS1) at 1800 hours on 1 March 2015 (Sunday).

Masters, coxswains and persons-in-charge of vessels navigating in the vicinity should proceed with caution, giving practical consideration to those contestants. Compliance with the provisions of the International Regulations for Preventing Collisions at Sea, 1972 is mandatory.

Refinery Center operating at 65% capacity
February 27, 2015, Venezuela, Amuay Bay

According to local reports, Paraguana Refinery Center (CRP, Amuay and Punta Cardon refineries complex) is operating on 65% capacity due to maintenance works.

Major repairs are expected to be completed at Amuay during the first quarter of 2015.

The refinery is the largest center of its kind in Venezuela with a crude oil processing capacity of 955, 000 bbls/day, comprising Amuay with (645, 000 bpd) and Cardon (310, 000 bpd).

Further, El Palito Refinery is operating on 82% of capacity due to a recent failure.
