Security & No Wake Zones for Rose Festival

The Coast Guard 13th District commander, working in conjunction with the Coast Guard Sector Columbia River captain of the port, has established temporary security and no wake zones along the Willamette River during the Portland Rose Festival Fleet Week from Wednesday [June 3] through June 8.
The zones are necessary to allow maximum use of the waterway by all users consistent with safe navigation.
A security and no wake zone will be established between the Hawthorne and Steel Bridges while Coast Guard, Navy and Canadian Royal Navy vessels are in the area for the festival.
Persons desiring to transit the security zone must first obtain authorization from the COTP or his designated representative. To seek permission to transit the area, call 503-277-0989 for the Rose Festival Fleet Week Command Post in downtown Portland, or use marine-band radio via VHF-FM channel 16. Vessels already at berth, mooring or anchor at the time the security zone is implemented are not required to depart the security zone….

Prohibition of anchoring in demarcated areas

The Port Master hereby prohibits all vessels from anchoring in the demarcated area within the Eastern Anchorage (AEW) and Eastern Holding B Anchorage (AEHB) on 05 Jun 2015 (Fri) and 16 Jun 2015 (Tue) from 1000hrs to 2359hrs.
The demarcated area is bounded by the following coordinates (WGS 84 Datum):
1) 01 deg. 15.300’N / 103 deg. 52.700’E
2) 01 deg. 15.300’N / 103 deg. 53.300’E
3) 01 deg. 14.700’N / 103 deg. 53.300’E
4) 01 deg. 14.700’N / 103 deg. 52.700’E
Vessels that are currently anchored within the demarcated area are required to shift out of the
area by 0900hrs on the days mentioned above.

Marine site investigation off Tui Min Hoi, Sai Kung

For approximately four months, marine site investigation works involving drilling of boreholes will be carried out [off Tui Min Hoi, off Sai Kung] within the area bounded by straight lines joining the following coordinates (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:
(A) 22 deg. 22.620’N / 114 deg. 16.465’E
(B) 22 deg. 22.805’N / 114 deg. 16.762’E
(C) 22 deg. 22.071’N / 114 deg. 16.647’E
(D) 22 deg. 22.097’N / 114 deg. 16.319’E
The works will be carried out by two flat top barges and one jack-up platform. Some tug boats will provide assistance.
A working area of approximately 50 metres around each barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the barge.
A working area of approximately 25 metres around the platform will be established. Yellow flashing lights will be installed at the four corners of each platform to indicate the position of the platform.
The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of works.
Vessels engaged in the operations will display signals as prescribed in international and local regulations.
Vessels navigating in the vicinity should proceed with caution.
