Port tariffs to increase for 2016

From 2016 onwards, the Port of Helsinki will increase the following tariffs:
* Harbour dues: + 1, 5%
* Garbage/sludge truck waiting/per hour: + 1, 5 %
* Water sales: + 1, 4 % (+possible increase in HSY water sales cost)

Bay Plan (BAPLIE) Electronic Filing Requirements

The Canadian Border Services Agency (CBSA) has announced that Bay Plans (BAPLIEs/Stow Plans) for all vessels arriving at the country’s port must now be submitted electronically.This requirement came into this month, and monetary penalties are expected to come into effect in May 2016.Vessel Operating Carriers (VOCCs) transporting one or more cargo containers to Canada are required to electronically submit a Bay/Stow Plan within 48 hours of departure from the vessel’s last foreign port of call, prior to sailing to Canada. When the voyage is less than 48 hours in duration, Bay Plans must be submitted to the CBSA prior to the vessel’s arrival at the first Canadian port.

However, vessels transporting exclusively bulk, break-bulk or non containerised Ro-Ro cargo are not required to submit a BAPLIE. When any vessel is carrying one or more containers, regardless of cargo type, the vessel carrier must submit a Bay/Stow Plan.

There are some differences between the already established BAPLIE requirements for US Customs:
– CBSA requires a set temperature as well as a high and low range for refrigerated containers.
– CBSA requires IMO Code, IMDG Code, technical or proper shipping name and flash point, if applicable.
– NO email option is offered by CBSA.

Fender pile replacing works at ferry pier

For approximately 5 months, fender pile replacing works will be carried out [at Kwun Tong Vehicular Ferry Pier] within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22 deg. 18.503’N / 114 deg. 13.240’E
(B) 22 deg. 18.479’N / 114 deg. 13.258’E
(C) 22 deg. 18.447’N / 114 deg. 13.212’E
(D) 22 deg. 18.471’N / 114 deg. 13.193’EThe works will be carried out by a crane barge.A working area of approximately 25 metres around the barge will be established.

The hours of work will be from 0800 to 1800 hours. No works will be carried out on Sundays and public holidays. Vessel employed for the works will not stay in the works area outside the hours of work.

Vessel engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution.

Christmas boat light parade in Cruise Bay

Between 19:45 and 21:15 hours local time on 20 and 21 November, a Christmas boat light parade will take place in Cruise Bay.The co-ordinates of the designated route are as follows (WGS 84 Datum):
1) 01 deg. 15.649’N / 103 deg. 48.397’E
2) 01 deg. 15.649’N / 103 deg. 49.172’E
3) 01 deg. 15.555’N / 103 deg. 49.339’E
4) 01 deg. 15.709’N / 103 deg. 49.339’E
5) 01 deg. 15.680’N / 103 deg. 49.200’E
6) 01 deg. 15.680’N / 103 deg. 48.397’EAs advised in the Maritime and Port Authority of Singapore Port Marine Notice No.140 of 2015 dated 17 November 2015, during the boat parade, the craft will move at a maximum speed of 6 knots and sail boats will operate under power along the designated route.

Safety boats will be deployed to warn other craft and vessels of the boat parade.

Craft involved in the parade will exhibit the appropriate local and international day and night signals.

When inside Cruise Bay, mariners are reminded to:
a) Maintain a proper lookout;
b) Proceed at a safe speed and navigate with caution;
c) Maintain a listening watch on VHF Channel 05 (Cruise Bay Control);
and
d) Communicate with Cruise Bay Control on VHF Channel 05 for assistance, if required.

Implementation of Booking Condition 1

While the current vessel backlog [in the Panama Canal] remains above normal levels, the waiting time for transiting vessels has diminished considerably in the past few days.Therefore, Condition 1 is hereby being implemented effective November 20, 2015, with the following modifications:
* Only six slots (instead of the 8 slots regularly offered) will be made available to regular vessels (vessels with beams under 91 feet). The number of slots for vessels less than 300 feet in length will return to normal.
* The Just-In-Time (JIT) transit service will be limited to one (1) for each direction for supers as well as regulars.Applications for reserved transits under the above-mentioned condition will be received beginning at 0900 hours, November 17, 2015.
