Testing of AUV
Friday, January 29, 2016, Singapore
From 15 February to 31 March, testing of an Autonomous Underwater Vehicle (AUV) will be carried out off the SAF Yacht Club, Changi.According to the Maritime and Port Authority of Singapore Port Marine Notice No.05 of 2016, the works will be conducted on weekdays between 0800 and 1800 hours within the working area bounded by the following coordinates (WGS 84 Datum):
1) 01 deg. 18.756’N / 104 deg. 00.976’E
2) 01 deg. 14.425’N / 104 deg. 00.976’E
3) 01 deg. 18.425’N / 104 deg. 00.784’E
4) 01 deg. 18.756’N / 104 deg. 00.784’EWork boats will be used to launch and recover the AUV.A safety boat will be in attendance at all times to warn and re-direct craft in the vicinity to keep clear of the working area.Craft involved in the works will exhibit the appropriate local and international day signals.

When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear and not to enter the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and navigate with caution;
d) Maintain a listening watch on VHF Channel 12 (East Control);
and
e) Communicate with East Control on VHF Channel 12 for assistance, if required.

Yacht Races between Hong Kong and Macau

Yacht races between Hong Kong and Macau will take place on 6 February 2016 (Saturday) and 8 February 2016(Monday). About 25 sailing boats are expected to participate in the races.The outbound trip from Hong Kong to Macau will start at 1000 hours on 6 February 2016 in an area south-east of Lamma Island (in the vicinity of Yuen Kok Light).Depending on the weather condition, it will follow:
(a) Course 1 – a westerly route through south of Lamma Island, south of Tai A Chau, thence to Macau if the wind is coming from the north;
OR
(b) Course 2 – a south-westerly route through the southern Boundary of the Hong Kong Special Administrative Region, thence to Macau if the wind is coming from the south.The return trip from Macau to Hong Kong will start at 1000 hours on 8 February 2016 and will follow:
(a) Course 1 – a route through south of Tai A Chau and to complete the race at a position east of Cheung Chau if the wind is coming from the north;
OR
(b) Course 2 – a route through south of Dazhi Zhou and to complete the race at a position east of Cheung Chau if the wind is coming from the south.Masters, coxswains and persons-in-charge of vessels navigating in the vicinity of the race routes should proceed with caution, giving practical consideration to the contestants. Compliance with the provisions of the International Regulations for Preventing Collisions at Sea 1972 is mandatory.

2016 Lunar New Year Fireworks Display

A Fireworks Display will take place in the Central Harbour, in an area off Wan Chai, at 2000 hours on Tuesday, 9 February 2016 (“the event day”).The Fireworks will be discharged from three barges anchored in a straight line at the following positions (WGS 84 Datum):
(a) 22 deg. 17.279’N / 114 deg. 10.210’E
(b) 22 deg. 17.279’N / 114 deg. 10.341’E
(c) 22 deg. 17.279’N / 114 deg. 10.472’EA Closed Area will be established around the barges between 1400 hours and about 2300 hours on the event day with the following details:(i) The area is formed by four straight lines joining the following positions (WGS 84 Datum):
(1) 22 deg. 17.366’N / 114 deg. 10.109’E
(2) 22 deg. 17.366’N / 114 deg. 10.574’E
(3) 22 deg. 17.192’N / 114 deg. 10.574’E
(4) 22 deg. 17.192’N / 114 deg. 10.109’E(ii) The Closed Area will be closed to all marine traffic, except craft directly involved in the fireworks display, Government launches and vessels with special permission from the Director of Marine (to be collectively called excepted vessels) during the aforesaid period.

A Restricted Area will be established in the Central Harbour from 1900 hours to about 2115 hours on the event day with the following details:
(i) The Eastern Cordon Line (ECL) of the Restricted Area is a straight line joining the south extremity of MTR Hung Hom Freight Terminal Pier and the breakwater at Kellett Island, Royal Hong Kong Yacht Club. The Western Cordon Line (WCL) of the Restricted Area is a straight line joining the southwest extremity of the Ocean Terminal and the Central Government Pier.
(ii) No vessels, other than the excepted vessels, will be allowed to enter or remain within the Restricted Area.

To minimize head-on encounters of vessels after the fireworks display, the Restricted Area will be lifted in stages by lifting the WCL at about 2100 hours. The ECL will be lifted later depending on the traffic condition in the Central Harbour. It is anticipated that the Restricted Area will be completely lifted at about 2115 hours on the event day. To combat vessels proceeding at excessive speed in the Central Harbour, the Marine Police and Marine Department will deploy laser gun and interception teams on the event day.

Vessels intending to navigate in the Central Harbour after the fireworks display should pay special attention to the establishment of three Buffer Zones at Kowloon Public Pier, Kwun Tong Public Pier, Central Piers 9 and 10 and the associated marine traffic control measures. Details of these measures are given in the Annex to this Notice.

In the event of inclement weather and emergency, the fireworks display may be postponed to the fallback date ofWednesday, 10 February 2016, at 2000 hours, with the same control measures as aforementioned.

Working arrangements during Chinese New Year holidays

Safe Navigation Warning

Safety buoys in Izmit Bay have been relocated due to works on the Izmit Bay Suspension Bridge.Vessels trading in the area must sail between the coordinates 029 30 E and 029 32 E at a maximum of 5 knots and reading at all times VHF 16 and 12.Between 0700 and 1300 hours on 30 & 31 January and from 0800 to 1500 hours in 1 & 2 February, the crane TAKLIFT-7 will perform works on bridge and a strong safe navigation warning has been issued by the authorities to the all vessels trading in the area.Masters of vessels trading in the area should act in line with VTS instructions and take all related precautions accordingly.Red Buoys
