OUTBREAK OF THE 2019 NOVEL CORONAVIRUS (2019-nCoV): UNITED STATES COAST GUARD (USCG) MARINE SAFETY INFORMATION BULLETIN (MSIB) OF FEBRUARY 2, 2020
The United States Coast Guard has recently cancelled its MSIB 01-20 entitled Novel Coronavirus Precautions dated January 24, 2020. This was referred to in the Club’s Member Alert of the same date.
In the former bulletin’s place the USCG has now published new precautionary guidance in the form of MSIB 02-20, Novel Coronavirus. This new document highlights the recent proclamation on suspension of entry into the United States of Persons who Pose a Risk of Transmitting 2019 Novel Coronavirus.
In this connection, Members should note that the USCG Captain of the Port (COTP) must be immediately notified of cases of persons onboard ship exhibiting symptoms consistent with 2019-nCoV, being persons onboard a vessel having an illness which may adversely affect the safety of a vessel or port facility.
In addition, the US Centers for Disease Control (CDC) must be informed if vessels destined for a US port have experienced circumstances of sickness or death of crew or passengers during a 15 day period prior to the intended arrival of the vessel at a US port.
It should also be noted that additional temporary measures have been put in place to safeguard the US public including the denial of entry into the United States of vessels that have been to China, or embarked passengers who have been in China, within the previous 14 days.
Members are recommended to review the latest notification, as attached, and be guided accordingly.
