For approximately 6 months, marine works involving construction of temporary reclamation, reinstatement and dredging of seabed, removal of pipeline, construction of tunnel and landing steps facilities will be carried out in the following work areas:
Work Area 1: This area is bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:
(A) 22 deg. 19.120’N / 114 deg. 11.902’E
(B) 22 deg. 19.060’N / 114 deg. 11.826’E
(C) 22 deg. 19.027’N / 114° deg. 11.733’E
(D) 22 deg. 19.143’N / 114 deg. 11.678’E
Work Area 2: This area is bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (E) to (H) and the adjacent shoreline:
(E) 22 deg. 19.034’N / 114 deg. 11.623’E
(F) 22° deg. 19.024’N / 114 deg. 11.645’E
(G) 22 deg. 18.966’N / 114 deg. 11.615’E
(H) 22 deg. 18.975’N / 114 deg. 11.594’E
The works will be carried out by a flotilla of vessels including five dumb lighters, two hopper barges, one crane barge, two tugboats and one work boat. The number of vessels engaged in the works will change from time to time to suit operational requirements.
A working area of approximately 50 metres around each lighter and each barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighters and barges.
A silt curtain, extending from the sea surface to the seabed, will be established within each works area. The silt curtain is a large piece of netting used to contain mud and sediments. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the extent of the silt curtain.
The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works areas outside the hours of work.
Diving operations will be carried out from time to time during the hours of work.
Vessels engaged in the works will display signals as prescribed in international and local regulations.
Vessels navigating in the vicinity should proceed with caution and keep clear of the work areas at slow speed, bearing in mind there are divers working in the work areas.
This Notice supersedes Marine Department Notice No. 163/2018.

Yellow marker buoys fitted with yellow flashing lights will be laid at co-ordinates (A), (H), (I), (J), (K), (L), (M), (N) and (0) to mark the boundary of the works area.
The works will be carried out by one derrick lighter. One tugboat, one work boat and one cargo vessel will provide assistance.
A working area of approximately 50 metres around the derrick lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighter.
The hours of work will be from 0800 hours to 1800 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.
Vessels engaged in the operations will display signals as prescribed in international and local regulations.
Vessels navigating in the vicinity should proceed with caution.
This Notice supersedes Marine Department Notice No. 188/2019.

For approximately 9 months, dredging operations will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (E):

(C) 22 deg. 22.652’N / 113 deg. 58.548’E
(D) 22 deg. 22.518’N / 113 deg. 58.249’E
(E) 22 deg. 22.665’N / 113 deg. 58.173’E

Revised air draft and operational guidelines

Port Kembla Coal Terminal (PKCT) has advised revised air draft and operational guidelines for loading sequence at Coal Berth 102:-
Air draft – 20.40m
Loading sequence – maximum allowable Hatch passes is one full hatch pour (single pour) followed by two pours per remaining hatches in addition to two final trim passes. Trim passes will not load less than 150 tonnes per hold.

Updates to Advisory on Marine Service Providers attending to vessels at anchorages and terminals

Following the Advisory on 25 August 2020 by Maritime Port Authority (MPA) for declaration to be made by shore-based vendors and personnel (i.e. superintendents, class surveyors, vetting inspectors, etc) prior to attending vessels at Singapore anchorage and terminal facilities, the MPA has advised that as of 0001hrs (local time) on 27 August 2020, they will only accept submissions from all shore vendors and personnel via FormSG, www.go.gov.sg/pmc35. This declaration will facilitate contact tracing purposes in the event that COVID-19 cases are detected.

Crew change update

Here is the latest update and additional requirements for on-signers effective from 1 September:
On-signers
Crew who will board the vessel at Japan ports are required to be tested negative for COVID-19 within 72 hrs prior to departing from original country.
The “Certificate of Testing for COVID-19” must be completed and certified by doctor. Form can be downloaded from link below.
Arrival passenger must have original hard copy of this document upon arrival at airport and to be submitted to Quarantine office in airport.
This is effective 1 September – passenger who arrives at Japan airport at 0001hrs LT 01 September or later will be applicable. The completed certificate must be provided to the agent once available via email. From 1 September, only COVID-19 positive personnel will be refused entry to Japan and isolated at an authorised facility. Other crews from the same batch will be released if their test result is negative.
