Seasonal draft adjustment for Neopanamax locks
Thursday, February 25, 2021, Panama Canal, Panama

Based on the present and projected level of Gatun Lake for the upcoming weeks, the Panama Canal Authority (ACP) announces that effective March 17, 2021, the maximum authorized draft allowed for vessels transiting the Neopanamax Locks will be 15.09 m (49.5 feet) TFW.

In addition, effective March 24, 2021, the maximum authorized draft allowed for vessels transiting the Neopanamax Locks will be 14.94 m (49.0 feet) TFW.

Vessels arriving with drafts over 15.09 m (49.5 feet) TFW may be allowed to transit past March 17, 2021, and vessels arriving with drafts over 14.94 m (49.0 feet) TFW may be allowed to transit past March 24, 2021, depending on the actual level of Gatun Lake at the time of transit. Otherwise, vessels will be required to trim or off-load cargo in order to transit.

Draft adjustments will be announced, through Advisories, in 15.24 cm (6-inch) increments/decrements, generally with four weeks advance notice.

New Investment Charge at Russian ports

According to the State Agency ROSMORPORT a new Investment Charge (Fee) has been implemented from 19 Feb 2021 for the following Russian ports: De-Kastri, Murmansk, Nakhodka, Novorossiysk, Prigorodnoye, Primorsk, St.Petersburg, Tuapse, Ust-Luga, Vostochny and Vysotsk. ROSMORPORT will start collecting of this charge from 00:01 on 2 March.

The new Investment Charge will be collected once per call only.

The formula for 2021 as follows: GT x 12,31 Rubles.

The calculation for Afra and Suezmax range tankers will be:

  • Aframax: Reduced GT 49771 x 12,31 Rubles = 612 681 Rubles / ROE 73,7 Rubles ~ 8 313 USD
  • Suezmax: Reduced GT 66063 x 12,31 Rubles = 813 235 Rubles / ROE 73,7 Rubles ~ 11 034 USD

Marine works off West Coast of Lamma Island

For approximately four weeks, marine works involving preparation works for subsea pipeline laying will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22° 12.522’N / 114° 05.859’E
(B) 22° 12.232’N / 114° 06.051’E
(C) 22° 12.072’N / 114° 05.912’E
(D) 22° 12.276’N / 114° 05.643’E

The works will be carried out by one dumb lighter. Two tugboats will provide assistance.

A working area of approximately 100 metres around the lighter will be established. Yellow marker buoys fitted with yellow flashing lights and radar reflectors will be laid to mark the positions of the anchors extending from the lighter.

The hours of work will be round-the-clock.

Diving operations will be carried out from time to time during the hours of work.

Vessels engaged in the operation will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution and keep clear of the works area at slow speed, bearing in mind there are divers working in the works area.

Construction of subsea pipeline south of Cheung Chau

For approximately four weeks, construction of subsea pipeline is being carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (E):
(A) 22° 11.006’N / 114° 03.969’E
(B) 22° 10.130’N / 114° 04.424’E
(C) 22° 10.079’N / 114° 00.719’E
(D) 22° 10.729’N / 114° 00.718’E
(E) 22° 10.767’N / 114° 03.438’E

The works will be carried out by three special purpose vessels. Two launches will provide assistance.

A working area of approximately 600 metres around the special purpose vessels will be established. Yellow marker buoys fitted with yellow flashing lights and radar reflectors will be laid to mark the positions of the anchors extending from special purpose vessels.

The hours of work will be round-the-clock.

Diving operations will be carried out from time to time during the hours of work.

Vessels engaged in the operation will display signals as prescribed in international and local regulations.

Increase of permissible draft
Thursday, February 25, 2021, Mangalore, India

The maximum permissible draft for Berth No.16 [at New Mangalore] is increased to 14.00 metres with 1.00 metre height of rising tide, due to improvement in the water depth at approach channel and berth face.
