Speed in Restricted Zones

The attention of owners, operators, coxswains and masters of pleasure vessels and all other vessels are drawn to section 9(3) of the Merchant Shipping (Local Vessels) (General) Regulation (Cap. 548F) and regulation 19(3) of the Shipping and Port Control Regulations (Cap. 313A), which set out the speed limit for ALL vessels within restricted zones. The restricted zones are specified in the Eighteenth Schedule to the Shipping and Port Control Regulations.

The speed limit of the following restricted zones is 5 knots between 8 a.m. and 12 midnight on any Saturday or public holiday; and any day from 1 July to 15 September (both days inclusive):

Coxswains and masters of all vessels, particularly large or powerful vessels, should exercise due care and avoid generating excessive wake wash when navigating in the restricted zones, in areas near swimming beaches and fish culture zones; and should give due consideration to the safety of other people and vessels in the vicinity. In narrow channels such as Fat Tong Mun (Tung Lung Chau), the speed of all vessels should be reduced to a safe speed generally not exceeding 5 knots. Operators of speed boats and jet skis should exercise due care when navigating in narrow waterways, such as river channels and proceed at safe speed at all times.

Any person wishing to make a report concerning the apparent mishandling or excessive speed of a vessel may do so by calling the Harbour Patrol Section of the Marine Department at telephone 2385 2791. The person making such a report may be requested to confirm the details in writing and may be required to appear in court as witness should the report subsequently result in a prosecution.

Marine site investigation off west coast of Lamma Island

For approximately two months, marine site investigation works involving drilling of boreholes will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22° 13.178’ N 114° 04.846’ E
(B) 22° 12.294’ N 114° 05.062’ E
(C) 22° 12.289’ N 114° 04.055’ E
(D) 22° 13.178’ N 114° 04.475’ E

The works will be carried out by one flat-top work barge and one work boat. One tugboat will provide assistance.

A working area of approximately 50 metres around the barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the barge.

The hours of work will be from 0800 to 1800 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.

Vessels engaged in the operations will display signals as prescribed in international and local regulations.

Vessels navigating in the vicinity should proceed with caution.

Bad weather closes port
Thursday, March 11, 2021, Novorossiysk, Russia

The port of Novorossiysk was closed today (11 March), due to very bad weather.

Today saw winds of up to 35m/sec with snow, blizzard, ice on the roads, sea swell of 1.5-2.5m, soaring sea and icing of ships and berths. Gale warning #11 was declared in the Novorossiysk area at 12:00 hours local time today.

The bad weather is expected to continue tomorrow (12 March). A gale warning may be declared, and port authorities will prohibit bunkering operations and service boat launch.
