Dredging work will be carried out by dredger assisted by tug boats. The dredger will have a circular safety working zone of 70m radius centered at the dredger. Dredged materials will be transported to the designated dumping ground by the hopper barges which are assisted by tug boats. The soil investigation work will involve borehole drilling and vibro-coring using jack-up barge. Tug boats will be used to shift the jack-up barge. There will be a circular safety zone of 30m radius centered at the borehole. Safety boats will be deployed in the vicinity of the working area to warn other craft and vessels of the work. Craft involved in the works will exhibit the appropriate local and international day and night signals. | For approximately 6 months, piling works will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent breakwater: (A) 22 deg. 17.157’N / 114 deg. 11.008’E (B) 22 deg. 17.185’N / 114 deg. 11.003’E (C) 22 deg. 17.208’N / 114 deg. 11.117’E (D) 22 deg. 17.187’N / 114 deg. 11.121’EThe works will be carried out by one derrick barge and one tug boat.A working area of approximately 50 metres around the barge will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the barge. The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work. | The Panama Canal Authority has announced that the Panama Canal expansion project is 96% complete……The main activities during the coming months are: * Continue with locals reinforcements by GUPC, which are scheduled to be completed by mid-January 2016, followed by the testing of locks reinforcements and additional testing. * Transit tests with a chartered vessel in the Atlantic locks possibly initiating in April, following conversations with GUPC. * The expansion’s inaugural date will be tentatively scheduled for the second quarter of 2016. * Thereafter, the commercial opening date will be set.The ACP [Panama Canal Authority] is expanding the Canal to allow it to continue serving the maritime industry and world shipping and is committed for the long haul. | Modifications to California State ballast water regulations for 2016 |

| In 2015, the California Legislature passed Assembly Bill (AB) 1312. This bill changed the requirement for submitting the Ballast Water Reporting Form from “upon departure” to “24 hours in advance of arrival” at a California port.If a vessel’s voyage is less than 24 hours, then the form shall be submitted upon departure from the last port of call prior to arrival.AB 1312 also delayed the implementation of both the California interim and final ballast water discharge performance standards. The new implementation schedule for the interim standards is as follows: Newly built vessels – First arrival on or after January 1, 2020; Existing vessels – First dry docking on or after January 1, 2020; The implementation date for the final performance standards has been delayed until January 1, 2030. | Heavy delays are expected in the Kiel Canal, following a collision near Rendsburg between a vessel in transit and a local suspension ferry at about 07:00 hours this morning (8 January).UPDATE 1 – 1050 local time: The Kiel Canal Autorities have announced that due to salvage of the Rendsburg suspension ferry, the Brunsbuttel and Kiel-Holtenau locks will be closed until at least 1400 hours today. No traffic is being allowed to pass the ferry site.UPDATE 2 – 1635 local time: The salvage of the Rendsburg suspension ferry has been completed and the Kiel Canal is back in service.
