Weight limitation of dangerous goods

From 1 January 2019, the Notification relating to the Weight Limitation of Dangerous Goods is amended by the Notification relating to the Weight Limitation of Dangerous Goods (G.N. No. 3474/2018) published on 28 December 2018. The key amendments relate to the revision of existing weight limitations of dangerous goods imposed at PSA Pasir Panjang container berths (P01-P41) and the inclusion of weight limitations of dangerous goods for the new berths at the PSA Jurong Island Terminal (G01-G02) as set out in Table 2A of the Notification (G.N. No. 3474/2018).
In addition, with regard to cargoes containing ammonium nitrate or ammonium nitrate fertilizers under IMO Class 5.1, pursuant to regulation 42 of the Maritime and Port Authority of Singapore (Dangerous Goods, Petroleum and Explosives) Regulations 2005, the Maritime and Port Authority of Singapore requires that the said cargoes be packed in containers…
…the Port Master requires that a Certificate of Analysis be submitted to the Authority before arrival of the vessel in port or loading, that clearly states the percentage of total combustible matter (including organic matter calculated as carbon). The aforementioned certificate must be submitted to obtain the Port Master’s permission, under regulation 44(4)(b) of the Regulations, for the loading of dangerous goods onto a vessel.

Tropical low 12 U (Update 3)

The Port of Dampier is currently at Cyclone Stage 2 – Prepare, in anticipation of the tropical low(12U) which is currently located offshore north of the Kimberly coast. This tropical low is likely to move in a South Westerly direction and expected to reach a Category 3 intensity tropical cyclone.
Cyclone Stage 2 – Prepare involves extensive communications and consultation between the Dampier Harbour Master, Port Terminal Operators, Port users and Pilots. Operational plans, sailing drafts, tidal requirements and intentions will be discussed and evaluated against possible response scenarios.
Vessel Masters shall ensure:
– Vessel’s engines and machinery are fully operational
– Vessel’s stability, trim, and propeller immersion are appropriate
– Vessel’s manning, stores and bunkers are adequate for departure
– Preparations are made in accordance with their respective cyclone response plan
Terminal/berth operators should ensure that:
– The latest cyclone forecasts are taken into account if planning operations over the coming days
– The response plan accounts for time required for vessel’s to clear the port and the approaching tropical system safely
– The wharf areas are inspected for and cleared off / secured for any items that may have the potential to fall into the berth pockets or adjacent areas during periods of strong winds

Cyclone response procedure activated

The Port Hedland cyclone response procedure has been activated. The port is now at Cyclone alert Stage 2 – Prepare.
As of 1500 WST 22 January, the Bureau of Meteorology issued guidance forecast for Tropical Low 12U. The system is forecast to take a south-westerly track over the coming days, and continue to track parallel to the Pilbara coast over the coming days with the chance of a coastal crossing in the vicinity of Port Hedland becoming less likely.
The following actions should be taken / have been implemented:
– Regular communications with terminal operators and key service providers remains ongoing
– Terminals with ships alongside are to ensure vessel load plans are actively monitored
– Port authority will not approve any main engine immobilisation requests
– Terminal cyclone plans should be activated consistent with PPA expectations
