Reconstruction works for pier at Waglan Island

For approximately eight months, reconstruction works for a pier at Waglan Island will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:
(A) 22° 10.934’ N 114° 18.126’ E
(B) 22° 10.994’ N 114° 18.078’ E
(C) 22° 11.066’ N 114° 18.179’ E
(D) 22° 11.012’ N 114° 18.223’ E
The works will be carried out by one dumb lighter and one work boat. One tugboat will provide assistance.
A working area of approximately 15 metres around the lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighter.
A silt curtain, extending from the sea surface to the seabed, will be established within the works area. The silt curtain is a large piece of netting used to contain mud and sediments. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the extent of the silt curtain.
The hours of work will be from 0700 to 1900 hours. No works will be carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work.
Diving operations will be carried out from time to time during the hours of work.
Vessels engaged in the operations will display signals as prescribed in international and local regulations.
Vessels navigating in the vicinity should proceed with caution and keep clear of the works area at slow speed, bearing in mind there are divers working in the area.

Breakwater reinstatement works at Hei Ling Chau Typhoon Shelter

For approximately six months, breakwater reinstatement works will be carried out within the area bounded by straight lines joining the following co-ordinates (WGS 84 Datum) from (A) to (D):
(A) 22° 14.595’N 114° 02.355’E
(B) 22° 14.515’N 114° 02.394’E
(C) 22° 14.267’N 114° 01.805’E
(D) 22° 14.375’N 114° 01.753’E
The works will be carried out by one derrick lighter. One tugboat will provide assistance.
A working area of approximately 15 metres around the lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighter.

Construction of jetty at Tuas View

The working period for the construction of a jetty at Tuas View has been extended and the working areas revised.
According to the Maritime and Port Authority of Singapore Port Marine Notice No.036 of 2021 dated 5 May 2021, the work is now being conducted until 4 November – 0700-1900 hours from Monday to Saturday and 0730-1800 hours on Sundays & Public Holidays – within the working area bounded by the following co-ordinates (WGS 84 Datum).

The construction of jetty involves dredging, piling, steel, concrete structural and M&E work. A safety boat will be deployed in the vicinity to warn other craft about the work.
Craft involved in the works will exhibit the appropriate local and international day and night signals.
When in the vicinity of the working area, mariners are reminded to:
a) Keep well clear of the working area;
b) Maintain a proper lookout;
c) Proceed at a safe speed and to navigate with caution;
d) Maintain a listening watch on VHF Channel 22 (Jurong Control);
and
e) Communicate with Jurong Control on VHF Channel 22 for assistance, if required.

Construction of new quay wall at Gul Basin

Until 4 November, construction work for a new quay wall is being conducted at Gul Basin, within the working area bounded by the following coordinates (WGS 84 Datum):
1) 01°18·394’N / 103°40·253’E
2) 01°18·401’N / 103°40·307’E
3) 01°18·347’N / 103°40·313’E
4) 01°18·340’N / 103°40·259’E
According to the Maritime and Port Authority of Singapore Port Marine Notice No.037 of 2021 dated 5 May 2021, the work is being carried out 24 hours daily, including Sundays and Public Holidays.
Piling and crane barges, assisted by the tugs, will be used for the construction and installation of wall structural elements. A safety boat will be deployed to warn other craft in the vicinity of the working area.
Craft involved in the works will exhibit the appropriate local and international day and night signals.
When in the vicinity of the working area, mariners are reminded to:

Terminal unable to accept LNG

Operator Elengy has advised that due to a technical problem at the Montoir installations, the terminal is unable to manage gas emission. Its stocks are therefore full and no more LNG can be accepted.
According to the latest information, the terminal is not expected to be able to accept any discharging vessel until the end of May 2021. For the moment, however, the terminal remains available for transshipments.

Force Majeure declared

Due to the partial lockdown by the Government of AP, the circular issued by this office on 7 May 2021 regarding Force Majeure declaration in the port area is in effect until 19 May 2021.
The District Collector issued orders under section 144 and the4 State Government has ordered shut down of normal activities from 5 May 2021 to 19 May 2021.
In view of this situation, it is impossible to carry out any normal operations at the port of Visakhapatnam, in spite of Government of AP declaring port services as essential services.
Accordingly, it is hereby declared and confirmed that Force Majeure conditions prevail at the port of Visakhapatnam from 5 May 2021 to 19 May 2021.
