Canal re-opened
As of 17:00 hrs today (31 October), the Kiel Canal is open again for
vessels of all traffic groups (1 to 6).
The secured damaged vessel has to be passed with slowest possible speed in
avoid any wash.
Tugboat PARAT is on on standby for vessels requiring assistance when
passing this area.
Assistance will be free of charge.

Bad weather during berthing
From the end of October 2013, vessels berthing at Citranusa Kabil Port
Batam Jetties No.5&6 may face bad weather (strong wind and high swell),
causing rolling and pitching.
During bad weather conditions, the following measures may be taken:
1. Vessel berthing at Citranusa Kabil Port Batam Jetty No.3 if berth space
available there. For vessels with LOA more than 150m, the same will need to
be re-checked with Batam Pilot before berthing. There may also be slight
difficulty in getting berth spaces at Jetty No.3 CKP due to regular vessels
(supply vessels, barges and container vessels) regulary using this jetty.
2. If stevedores and port labourers are still working during bad weather
(not heavy rolling and pitching), cargo activity may still be carried out
at Jetties No.5&6 CKP Batam by using shore cranes.
3. If there very high swell at Jetty No.5&6 Citranusa Kabil Port Batam,
caused heavy rolling and pitching of vessels at at berth, cargo operations
may not be conducted even with shore cranes due to workers in the hold
getting sea sickness and becoming therefore unable to continue working. In
such cases, cargo operations will be halted until rolling and picthing
eases.
4. Other solutions if vessel faces bad weather during berthing at CKP
Jetties No.5 or 6 Batam include discharging cargoes by using ship cranes
from vessel to jetty (on top of wooden dunnages) then lifting cargoes onto
trailers/trucks by using wheel loaders. This method may be used if still
safe to discharge cargoes by using ship cranes.
5. For steel pipes cargoes and beams discharging at CKP Jetties No.5&6
Batam, it will be helpful to provide layer dunnages at each tier for easier
discharging during bad weather.
6. If there is only a slight swell, it is better for vessels to berth at
Jetty No.5 than at No.6, as Jetty No.5 can be sheltered by Jetty No.6.
7. During bad weather with moderate to high swell sea conditions, cargo
activity involving project cargoes may not be possible at Jetties No.5&6,
due to rolling and pitching of vessels. The shore crane will be used if
still possible, but for large sized and/or special project cargoes or
special steel pipes cargoes or boxes/crates cargoes, calm water is needed.
The suitable place is Jetty No.3 CKP.
8. During bad weather conditions at Citranusa Kabil Port Batam and
non-availability of berth space at Jetty No.3, if approved by all parties
concern, cargo activity may be carried out at Batu Ampar Port Batam.
However, as Batu Ampar Port Batam is normally very congested, the Port
Authority gives limited time for vessels to berth there (normally maximum 3
days).

Marine works in ex-Wan Chai Public Cargo Working Area Basin
For approximately 36 months, marine works involving site investigation,
dredging, temporary reclamation, construction of seawall and tunnel, will
be carried out in the basin bounded by straight line joining the following
co-ordinates (WGS 84 Datum) from (A) to (B) and the adjacent shorelines:
(A) 22º 17.059’N / 114º 10.848’E
(B) 22º 17.072’N / 114º 10.886’E
The works will be carried out by a flotilla of vessels including one
jack-up platform, one grab dredger, one split hopper barge, one flat top
barge, one crane barge, one derrick lighter, three tugs and some guard
boats. The number of vessels engaged in the works will change from time to
time to suit operational requirements.
A working area of approximately 50 metres around each working barge will be
established. Yellow marker buoys fitted with yellow flashing lights will be
laid to mark the positions of the anchors extending from the barges.
A silt curtain, extending from the sea surface to the seabed, will be
established around the dredger. The silt curtain is a large piece of
netting used to contain mud and sediments. Yellow markers fitted with
yellow flashing lights will be laid to mark the extent of the silt curtain.
The hours of work will be from 0700 to 2300 hours. Vessels employed for the
works will stay in the works area outside the hours of work.
Vessels engaged in the works will display signals as prescribed in
international and local regulations.
Vessels navigating in the vicinity should proceed with caution.

Dredging, removal & laying of private moorings
For approximately eight months, marine works involving dredging operations,
removal and laying of private moorings will be carried out in the following
areas in Causeway Bay Typhoon Shelter:
AREA 1:
This area is bounded by straight lines joining the following co-ordinates
(WGS 84 Datum) from (A) to (C):
(A) 22º 17.191’N / 114º 11.219’E
(B) 22º 17.125’N / 114º 11.131’E
(C) 22º 17.165’N / 114º 11.119’E
AREA 2:
This area is bounded by straight lines joining the following co-ordinates
(WGS 84 Datum) from (D) to (J) and the adjacent shoreline:
(D) 22º 17.054’N / 114º 11.168’E
(E) 22º 17.117’N / 114º 11.139’E
(F) 22º 17.141’N / 114º 11.171’E
(G) 22º 17.094’N / 114º 11.217’E
(H) 22º 17.087’N / 114º 11.198’E

The works will be carried out by one grab dredger and one hopper barge.

Submarine Telecommunication Cable Repair Works
For approximately two weeks, telecommunication cable re-laying operations
[are being] carried out in Aberdeen South Typhoon Shelter within the area
bounded by straight lines joining the following co-ordinates (WGS 84 Datum)
from (A) to (F) and the adjacent shoreline:
(A) 22 deg. 14.568’N / 114 deg. 09.820’E
(B) 22 deg. 14.577’N / 114 deg. 09.749’E
(C) 22 deg. 14.637’N / 114 deg. 09.706’E
(D) 22 deg. 14.642’N / 114 deg. 09.713’E
(E) 22 deg. 14.584’N / 114 deg. 09.754’E
(F) 22 deg. 14.576’N / 114 deg. 09.816’E
The works will be carried out by one work boat. Two small boats will stay
in the vicinity to guard the vessel and provide assistance.
A working area of approximately 20 metres around the work boat will be
established.
The hours of work will be from 0800 to 1800 hours. No works will be carried
out on Sundays and public holidays. Outside this time period, the operation
will be suspended and the vessel will leave the works area.
Vessels engaged in the operations will display signals as prescribed in
international and local regulations.
Vessels navigating in the vicinity should proceed with caution and keep a
wide berth.
