| Research: Our society depends on critical infrastructure. What if its leaders see resilience as someone else’s responsibility? |
| To answer this, we analyzed organizations across Norway, Sweden, Finland and Denmark. |

Critical infrastructure is what keeps our society running. Today, it faces growing threats and increasing attacks across the Nordics. As our systems are interconnected, a disruption in one organization can affect us all. Yet across the four countries surveyed, between 24% and 46% of executives in critical infrastructure do not consider their own organization to be part of it. So how do we strengthen the wider system if organizations do not see the role they play within it?
Key findings include:
- Views on involvement in critical infrastructure differ across the Nordics.
- 52% say leaders in their organization see critical-infrastructure resilience as someone else’s responsibility.
- 77% say greater clarity is needed from government about the role their organization is expected to play in supporting national cyber resilience.
The findings are part of a bigger picture. Critical infrastructure faces a growing cyber threat. Geopolitical uncertainty, AI readiness, digital sovereignty, supply-chain vulnerabilities and increasingly sophisticated attackers all raise new questions about how prepared we are, and who is responsible for protecting the systems our society depends on.
The research draws on surveys of executives in critical infrastructure and the public across the Nordics, supported by expert interviews and DNV Cyber analysis.

The four country reports look beyond the headline figures to examine the dependencies that connect organizations to the wider system, how leaders view responsibility, and where expectations remain unclear.
They also explore what organizations can learn from the gap between their own resilience and the resilience of the services, suppliers and infrastructure around them, helping leaders identify where clearer ownership and stronger collaboration are needed.
