Laying of spoil pipeline
The DREDGE GAZAP is setting up a spoil pipeline in the Lower Mississippi
River from Pilottown, MM 1.9 AHP, to Cubit’s Gap, MM 2.8 AHP, until 26
January.
All mariners are requested to transit at their slowest safe speed to
minimize wake, and use caution when transiting within the area.

Security tariff
Indonesian port operator Nipa has advised that new security tariff have
come into effect, and from 1 February payment of the same must be paid in
full, in USD, by bank transfer.

Business as usual, despite State of Emergency
Operations at Bangkok’s ports and airports are continuing as normal and
without any disruption, despite the announcement this week that a State of
Emergency has been imposed.
The ruling allows the police and security forces to take action – if
necessary – by introducing measures such as travel restrictions and
curfews. However, to date, apart from some isolated incidents the largely
peaceful nature of protests being staged in the city has not necessitated
such action.
There are currently seven main points throughout Bangkok where protests are
being held, and where the roads are blocked to prevent any vehicles
passing. The road blocks are only in limited areas, however, and so far
have had no impact of GAC’s operations.
Further, the Customs Department is functioning as before, as are all
airports and seaports.
GAC Thailand is monitoring the situation and will provide updates if and
when conditions change.

Bunkering at PWCS
Port Waratah Coal Services (PWCS) has advised that bunkering at the
terminal is viewed as an exceptional event. Vessels should not rely on PWCS
to undertake bunkering activities.
Whilst there is some provision for bunkering, the terminal will only
consider this is exceptional, emergency circumstances. As such PWCS should
be considered as a non-bunkering terminal and owners/operators should plan
voyages accordingly.
Vessels are advised to plan ahead to avoid the need to bunker at PWCS
Terminals.
If an exceptional event does occur where a vessel/vessel agent is required
to seek authorisation from the relevant PWCS Terminal Superintendent prior
to the berthing, please ensure you have the follow details to provide to
the superintendent:
1. Nature of the bunkering activity.
2. Product is being bunkered.
3. Date & time activity expected to take place.
4. Who is expected to carry out the bunkering (Company and Individual),
with confirmation of the company and individuals’ induction status.
It should also be noted that NCIG in Newcastle also does not allow bunkers
at their berths. This means that all coal berths in the Port of Newcastle
no longer permit vessels to take bunkers whilst alongside.
