Naval vessel protection zone
The USS SOMERSET will be moored at Penn’s Landing in Philadelphia, PA on
the Delaware River from Friday, February 21, 2014 until Sunday, March 2,
2014.
At all times, including when moored, a 500 yard radius Naval Vessel
Protection Zone (NVPZ) will be in place around the USS SOMERSET.
Vessels may request permission to pass the moored vessel by contacting the
Coast Guard Captain of the Port’s designated representative on VHF channel
16 with as much notification as possible.

Pipelaying in Christina River: UPDATE (20 Feb 2014)
Weeks Marine will be laying submerged pipeline across the entrance to the
Christina River on Friday, February 21, 2014, in preparation for dredging
operations.
Submerged pipeline will be placed from the southern edge of the Christina
River entrance channel to the northern edge where pipeline will proceed
west into the Christina River.
Operations will take place between 7:00 a.m. and 12:00 p.m. During this
time, vessels will be restricted in their ability to transit through the
Christina River entrance channel.
Vessels may request permission to transit by calling the Dredge R. S. WEEKS
at least 30 minutes prior to transiting to coordinate passing information.
Passing will be coordinated on a case-by-case basis. Vessels will not be
able to pass for a limited period during the actual pipe-laying. The Dredge
R. S. WEEKS, the Tug HERCULES, or the Tug CANDICE can be contacted on VHF
channels 13 and 16 or by phone at 985-237-5041 or 985-705-9672.
Mariners are urged to use extreme caution and operate at minimum steerage
speed to reduce wake when transiting the area.

Safety Zone established for flight operations
The U.S. Coast Guard is establishing a safety zone for flight operations
that will be taking place on February 27, 2014, from 1:00pm to 3:00pm and
March 3, 2014, from 7:30am to 9:30am in the vicinity of Penn’s Landing on
the Delaware River in Philadelphia, PA.
The zone spans from the Pennsylvania shore to the New Jersey shore and is
bounded in the south by a line from position 39-56.18N, 075-08.30W to
29-56.17N, 075-07.56W and bounded to the north by the Ben Franklin Bridge.
Mariners will not be allowed to transit during the times when the safety
zone is active.
The Coast Guard vessels on scene can be contacted on VHF Channel 16.

GUPC restart Panama Canal New locks works
The new locks contractor Grupo Unidos por el Canal, S.A. (GUPC) accepted
Panama Canal Authority’s (ACP) repeated request and agreed to restart on
Thursday, February 20 the construction of the Third Set of Locks project.
GUPC is formed by companies Sacyr Vallehermoso, S.A (Spain), Impregilo,
S.p.A. (Italy), Jan de Nul Group (Belgium) and Constructora Urbana, S.A.
(CUSA) (Panama).
As soon as works are resumed, ACP will pay GUPC $36.8 million for December
invoices to ensure that GUPC cancels pending payments and obligations to
suppliers.
Additionally, the parties agree to discuss in the next 72 hours other
points such as the dates for the delivery of the gates, an implementation
schedule for the remainder of the works, a timetable of repayment
moratorium and other key aspects for the project’s development….
